# Area Manager, Operations

Job Description

Guide, manage, and administer daily refinery operations responsibilities to ensure operational activities are performed in compliance with priorities such as profit, safety, health, reliability, security, and environmental standards. Ensure effective, efficient, and safe daily work, facilitating smooth information flow between various organizations and stakeholders.

KEY DUTIES & RESPONSIBILITIES
  1. Develop annual operational plans aligned with departmental objectives. Supervise personnel and resources to achieve these plans. Contribute to process, policy, and system enhancements to ensure compliance and successful execution.
  2. Identify staffing and resource needs, focusing on achieving Saudization targets and high staff retention. Ensure staff acquire necessary skills through training programs.
  3. Establish and monitor KPIs related to performance objectives. Promote and ensure adherence to HSE standards through proper training and program implementation.
  4. Oversee the implementation of YASREF HSE programs, monitor development, revision, and continuous improvement of HSE processes.
  5. Ensure daily operations are effective, efficient, and safe to maximize refinery profit and reliability. Schedule production and allocate work accordingly.
  6. Maintain maximum production capacity and coordinate with internal teams for corrective actions to meet targets.
  7. Participate in strategic and business planning. Ensure process parameters meet product quality and quantity specifications, maintaining standards to prevent delays and impacts.
  8. Ensure process compliance with received product specifications, investigate incidents, and implement corrective actions to enhance reliability.
  9. Coordinate marine ship movements to ensure timely product delivery and quality standards.
  10. Ensure availability of chemicals needed for operations, evaluate process changes, and validate technical modifications.
  11. Maintain effective communication among operational units to prevent miscommunication and ensure smooth processes.
  12. Participate in daily operational meetings, address issues, and validate proposed process changes.
  13. Manage departmental projects to meet performance targets.
  14. Monitor employee health systems to prevent health impacts and ensure compliance with industry standards.
  15. Support the OME team to uphold safety standards, coordinate maintenance activities, and ensure safety performance.
  16. Participate in refinery review meetings, address issues promptly, and ensure compliance with YNGL standards.
  17. Lead weekly operation review meetings, ensuring timely issue resolution without impacting safety or production.
  18. Enforce environmental procedures, manage waste reduction, and ensure fire safety readiness.
  19. Identify risks early, plan operations proactively, and develop staff potential through appraisal and development.
  20. Operate units according to HSSE standards, lead emergency responses, and manage incidents per ERP protocols.
  21. Conduct regular team engagement meetings to foster a healthy work environment and maximize employee engagement.
  22. Perform other duties as assigned by the supervisor.

MINIMUM REQUIREMENTS

Education: Bachelor’s Degree in Process, Chemical, Mechanical Engineering, or equivalent.

Experience: At least 16 years of relevant experience.
