Job Purpose:

Responsible for overseeing Airport including aerodrome safety operations and ensuring compliance with national and international regulations, including GACA regulations and ICAO Annex 14 and local civil aviation requirements. The role includes managing the Aerodrome Inspection Unit, Facilities Inspection Unit, Aerodrome Ground Services Unit, Occupational Health & Safety (OHS) Office, and Wildlife & Foreign Object Debris (FOD) Prevention Office. Key responsibilities involve implementing safety management systems, conducting risk assessments, enforcing safety procedures, and coordinating with regulatory bodies and airport stakeholders to maintain a safe and efficient operating environment.

Main Duties and Responsibilities:

  • Ensure adherence to GACA regulations part 139, other relevant GACA parts and airport’s local manuals, and national aviation safety regulations.
  • Implement and maintain the Safety Management System (SMS) to enhance operational safety.
  • Conduct periodic safety audits, risk assessments, and inspections to identify and mitigate Safety hazards.
  • Develop and participate in updating Aerodrome Manual, policies, and standard operating procedures (SOPs).
  • May act as the primary liaison with civil aviation authorities and regulatory bodies regarding aerodrome safety matters.
  • Supervise daily runway, taxiway, apron, and lighting inspections to ensure operational safety.
  • Issue and maintain Aerodrome works/activities authorizations.
  • Ensure that aerodrome facilities meet certification requirements and international safety standards.
  • Monitor, maintain, and enforce safety standards in ground handling operations, including but not limited to aircraft fuelling, catering, baggage handling, aircraft towing, and passenger services, and operational safety requirements.
  • Ensure all operators within the airport are adhere to the GACA regulations and PMIA’s safety standards and requirements
  • Develop and conduct awareness training programs to enhance safety awareness among ground handling personnel.
  • Develop and enforce health and safety policies for airport employees and Tibah contractors.
  • Conduct hazard identification, risk assessments, and workplace safety evaluations.
  • Ensure emergency preparedness and response procedures are in place for workplace safety incidents.
  • Implement wildlife hazard management programs to mitigate risks from bird strikes and other wildlife threats.
  • Develop and enforce FOD prevention programs, including routine airfield inspections and awareness campaigns.
  • Utilize data-driven approaches to monitor wildlife activity and prevent operational disruptions.

Qualifications, Experience & Skills:

Education: Bachelor’s degree in Aviation Management, Aeronautical Engineering, Safety Management, Equivalent Certificate, or a related field. A Master’s degree is preferred.

Language: English & Arabic.

Computer Skills: Advanced proficiency in MS Office.

Experience: 8-10 years of experience in airport operations, aerodrome safety, or regulatory compliance, minimum 3 years in managerial level.
