Job summary

A leading financial institution in Saudi Arabia is looking for a professional to lead the Safety Technical Support Section. This role involves managing safety engineering standards, conducting risk assessments, and ensuring compliance with industry codes. Candidates should have extensive experience in the Oil & Petrochemical sector and possess a Bachelor’s degree in Engineering along with relevant certifications.

Qualifications

  • Minimum 12 years in safety function within Oil & Petrochemical Industry.
  • 5 years experience in management roles.
  • Expertise in implementing HSE management systems.

Responsibilities

  • Lead project design support and ensure compliance with safety codes.

Job description

Job Purpose:

To lead the Safety Technical Support Section in providing professional expertise, advice and guidance in the resolution of complex technical safety issues for prevention of injuries, accidents, protection of people, property, and assist in minimal business interruptions. To establish, maintain and interpret fire and safety engineering codes and standards.

Duties & Responsibilities:

1. Project Design Support:

Manage the review of projects and engineering design packages for compliance with HCIS, PRC, and International fire & safety engineering codes. Participate in HAZOPs, 3D model reviews, SIL & LOPA Studies, value engineering analysis,…etc.

2. Process Hazard Analysis and Risk Assessments:

Lead and facilitate Process Hazard Analysis (PHA) and risk assessment studies such as HAZID, HAZOPs, LOPA, SIL, BRA, QRA…etc.

3. Annual Safety Goals and targets:

Develop PRC annual safety goals, objectives, targets, action plan and KPIs.

4. Fire & Safety Engineering Standards Development:

Develop fire and safety engineering standards that are in compliance with relevant HCIS and International codes & standards.

5. Government Services:

Support Safety Department Manager for liaison with government & other external agencies such as HCIS and Civil Defense, including correspondences.

6. Perform Special Fire & Safety Technical Studies:

Manage the conduct of special fire & safety studies such as fire proofing compliance, qualitative risk assessments, building risk assessments, …etc.

Minimum Requirements:

1-Bachelor Degree in Engineering, preferably has an advanced degree.

2-Professional Certification/License in Risk Management.

3-12+ years in Safety function in Oil & Petrochemical Industry.

4-5 years in management positions.

5-Implementation of HSE management systems.

6-Expertise in fire & safety engineering codes & standards.

7-Competent in risk assessment methodologies and processes and specialized incident investigation.

8-Expertise in PHAs including HAZOP, SIL, HAZID,…etc.
