Duties and Responsibilities

UNODC’s Border Management Branch’s (BMB’s) Passenger and Cargo Control Programme (PCCP) builds capacity in countries seeking to strengthen risk management, passenger and supply chain security, and border management in seaports, airports, dry ports, rail terminals, and land border crossings to prevent the trafficking of illicit goods, organized crime, and terrorism and support trade and passenger facilitation. In doing so, the mission of the PCCP is to safeguard the health, security, and economic situation for people and countries around the world. The purpose of the assignment is to assist the PCCP in its strategic decisions and actions; develop and implement its programme management cycle; undertake partnership and programme development as well as fundraising. Under the overall supervision by the Head of PCCP, the Consultant will: Develop PCCP’s training catalogue. Develop the PCCP programme management cycle. Provide PCCP input for the UNODC Strategy 2026-2030.

Qualifications/special Skills

An advanced university degree (Master’s degree or equivalent) in the fields of social science or humanities, administration or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Minimum seven years professional experience in the areas of crime prevention, corruption, criminal justice, and/or organized crime, including the issue of smuggling in shipping containers or related areas, is required.
  • Knowledge of programme management and fundraising is required.
  • Work experience with the United Nations or similar organizations is desirable.
  • Demonstrated experience in research on crime, illicit drugs, corruption, the rule of law, supply chain security or related areas is desirable.
  • Excellent drafting, organizational, and interpersonal skills is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
