The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) – Housing, Cities & Regions Department (HCR) - Urban Advisory Division (URBAD) - Project Advisory Support Unit (PASU) located in Sofia, Bulgaria, a (Senior) Environmental Infrastructure Expert.

This is a full-time position at grade 5/6 with a permanent contract in Sofia, Bulgaria.

Purpose

You will join a team of senior experts providing high-quality advice on project preparation, implementation, capacity building, and institutional/regulatory framework development across sectors, with a focus on environmental infrastructure (mainly water/wastewater and solid waste). Your role will contribute to Bulgaria's strategic priorities, optimizing EU funds in these sectors, and improving the pipeline and impact of EIB-financed projects.

Responsibilities

  • Originate, plan, implement, and monitor Project Advisory Support Service Agreements (PASSA) in environmental sectors.
  • Lead a team of consultants and advise in your domain of expertise.
  • Develop and maintain relationships with EIB clients.
  • Coordinate advisory activities under PASSA with other EIB Group initiatives.
  • Ensure high-quality reporting and budget management.
  • Contribute to capacity building activities ensuring lasting administrative improvements.
  • Participate in project due diligence and other EIB advisory mandates as needed.

Qualifications

  • University degree, preferably in Civil or Environmental Engineering.
  • Minimum 5 years of relevant experience in environmental infrastructure projects.
  • Knowledge of local markets in Bulgaria and Greece is advantageous.
  • Experience with EU- and MDB-financed projects, team leadership, and public procurement.
  • Strong organizational, communication, and analytical skills.
  • Proficiency in English and/or French; knowledge of other PASSA countries' languages is a plus.
