EL1 - IT Organisational Change Management Lead

Organised within the Chief Operating Officer Group within the department, the Information Technology (IT) Division’s purpose is to connect people and technology, empowering the department to excel.

IT Division is responsible for the consolidated provision and support of stable and secure IT Systems, applications, and services to all department users across all States and Territories, including our Indian Ocean Territories and Norfolk Island. It also supports seven Ministerial offices, six Groups, and coordinates with portfolio entities.

The division provides digital collaboration and communication tools necessary to connect a geographically dispersed workforce and optimise hybrid working arrangements. We manage industry and public-facing digital systems, deliver desktop services to over 2,200 staff, support over 30 office locations across Australia, and oversee the department’s cybersecurity capability.

The advertised position is our IT Organisational Change Management (OCM) lead, a recently established role that heads our IT Organisation Change Management capability. The OCM team is key to ensuring the successful adoption of digital modernisation with minimal disruption to our department's business operations. It is critical to uplifting the change management and digital literacy of the division and department.

We are seeking motivated, innovative, and driven individuals to join our team as we progress several exciting IT modernisation activities that will transform how we work and deliver IT services. This is a relatively new role for the division, offering the successful candidate the opportunity to build a capability at the forefront of our modernisation efforts, with scope to make it their own.

What will you do?

As the IT Organisational Change Management lead, you will help the department leverage new technologies, ensure staff are prepared and supported through the technology uplift, advocate for end users, and maximise technology benefits. Your key responsibilities include:

  1. Strategic planning and management for the OCM team, including workload and resource management, and contributing to building the division's change management capability through establishing processes and continuous improvement.
  2. Providing direction, coaching, and mentoring to team members, leaders, and staff in change management.
  3. Overseeing, planning, and implementing organisational change management activities for digital projects, and monitoring their success.
  4. Registering, tracking, and coordinating changes across IT and cybersecurity, maintaining a portfolio view of change, advising on change risks, and supporting integrated planning and delivery.
  5. Aligning change activities with the enterprise change management office to prevent change collision and fatigue.
  6. Representing IT and security changes in internal forums.
  7. Overseeing communication activities across the division to ensure messaging is cohesive and aligned with the change strategy.

While experience in organisational change management is essential, our ideal candidate will also be passionate about contemporary technology and working with end users to optimise technology use.

You will be supported to develop your change management skills through learning opportunities and collaboration with leading industry teams.

Organisational change management qualifications are desirable but not mandatory.

Eligibility requirements

Employment is subject to conditions prescribed within the Public Service Act 1999, including:

  • Citizenship: Must be an Australian citizen at the time of application.
  • Health Assessment: May be required to undergo a medical examination.
  • Security Clearance: Must obtain and/or maintain a security clearance at Baseline Level, with background checks covering the past five years.
