Senior Pre‑Construction Manager, EMEA Pre‑Construction

Amazon’s Data Centers are industry‑leading examples of innovation in security, safety, space utilisation, efficiency, and cost effectiveness. We are the global team responsible for the construction of Amazon‑owned sites.

The EMEA Data Center Construction team is looking for a Senior Pre‑Construction Manager to serve as the primary liaison between Real Estate, Design Engineering, Construction and other critical partner teams during initial planning, conceptual design and design development; providing cost, schedule, and constructibility guidance.

Key Job Responsibilities

  • Represent AWS in ensuring on‑time and on‑budget execution of Amazon projects while strategically improving processes, costs, quality, health & safety, and sustainability performance.
  • Lead and mentor large cross‑functional teams as a technical and project management resource to complete construction projects, motivating and focusing people at all levels.
  • Drive significant communication across departments, to frontline and executive managers, and serve as an authority on project issues.
  • Leverage experience and tools to identify gaps in project plans and propose solutions.
  • Negotiate terms of contracts with developers, contractors and consultants, representing AWS’ interests; manage site validation, due diligence, risk analysis, design management, contract/lease and cost negotiations, stakeholder and vendor management.
  • Act as the primary escalation point for evaluation of feasibility of potential future projects and pre‑development actions; own and track issues to ensure they are addressed, documented, and resolved.
  • Lead negotiations with general contractors and internal procurement partners; evaluate bids/proposals/claims with detail and accuracy, reporting key construction/commercial metrics.
  • Review and provide input into global standards and data centre template designs.
  • Support, overview and manage complex, cross‑functional Data Centre projects from site selection, permitting and contract execution; keep stakeholders informed.
  • Maintain scope progress by driving timely decisions, identifying and clearing blockers, and escalating appropriately.
  • Collaborate with real estate, design engineering, construction, finance, architects, engineers, permitting agencies, developers and landlords to secure resources, scope infrastructure builds, set priorities, milestones and drive results.
  • Evaluate due diligences, schedule tracking and identify factors that may impede a successful permitted project hand‑over to Amazon stakeholders.
  • Insist on the highest standards and drive accountability for results, leading externals and, potentially, internals, including coaching and disciplinary actions.

Basic Qualifications

  • Professional fluency in Arabic, German and English.
  • Extensive experience in mission‑critical facilities (design, pre‑construction, scheduling, construction, commissioning) or equivalent.
  • Knowledge of civil, electric and mechanical engineering principles.
  • Knowledge of critical data centre equipment (generators, UPS, chillers, fire detection/suppression, HVAC systems, etc.).
  • Ability to travel ~40% of the time.

Preferred Qualifications

  • 7+ years of experience in Construction Site Management and negotiating with general contractors.
  • Professional certification (e.g., CCM, PMP, AC, CPC).
  • Additional language knowledge appreciated.
  • Bachelor’s degree in Construction Project Management, Architecture, Engineering or related field, or equivalent trade certification.
