Emergency Management Risk and Assurance Officer

Life Saving Victoria is Victoria's peak water safety and lifesaving organisation built on the proud traditions and programs of our founding organisations, the Royal Life Saving Society – Australia and Surf Life Saving Australia.

Lifesaving has been an integral part of the Victorian way of life since 1904. Today LSV is a multifaceted volunteer-based community organisation with a focus on public safety and community wellbeing.

Our volunteers, members, employees and partners work together with communities, educational institutions, government agencies, businesses and the broader aquatic industry, to save lives and empower communities to safely enjoy water.

We’re excited to offer an opportunity for an Emergency Management Risk & Assurance Officer (internally known as Specialist - Quality Assurance) to join our Emergency Management Capability and Response (EMCaR) team on a part-time, ongoing basis. Located at our Port Melbourne Head Office (flexible arrangements available) and reporting to the Senior Manager – Capability, this role is integral to ensuring that LSV’s emergency management policies, procedures, and risk frameworks remain effective, up to date, and aligned with best practices.

Your key responsibilities will include:

  • Develop, update, and maintain EMCaR procedures and policies, ensuring alignment with regulatory and organisational standards.
  • Collaborate with risk leads to establish and manage a comprehensive risk framework across operational areas, including critical incidents.
  • Conduct risk audits and assurance reviews to monitor compliance and identify emerging threats.
  • Develop and maintain contingency plans for high-impact risks such as natural disasters and system failures, with the EMCaR Department.
  • Assess and mitigate risks, ensuring operational resilience and continuous improvement.
  • Provide quality assurance guidance to internal stakeholders to strengthen LSV’s emergency management capabilities.
  • Monitor and evaluate the effectiveness of risk mitigation strategies, recommending improvements as required.

Who are you?

  • You are a detail-oriented and strategic thinker with a passion for risk management and quality assurance.
  • You hold a degree in Risk Management, Assurance, or have at least 3 years experience in a related field.
  • You have experience in risk management, quality assurance, or compliance, ideally in emergency services or the not-for-profit sector.
  • You possess strong analytical and problem-solving skills, with the ability to assess and mitigate operational risks.
  • You are an effective communicator, capable of translating complex risk and compliance concepts into actionable insights.
  • You thrive in both independent and collaborative work environments, ensuring stakeholder engagement and compliance across the organisation.
  • Experience in change management, release management, and risk auditing is desirable.
