Job summary

Swan Global is seeking an experienced Telecom Commissioning Engineer in Qatar to lead installation, testing, commissioning and handover of telecom systems across onshore and offshore facilities. You will perform FAT/SAT, troubleshoot advanced systems and ensure compliance with project requirements and HSE standards.

The role requires a Bachelor's in Electronics & Communications Engineering and 12–15 years in telecom commissioning, with Oil & Gas exposure and FEED/EPIC project experience.

Qualifications

• Bachelor's Degree in Electronics & Communications Engineering.
• 12–15 years of experience in telecom system commissioning.
• Minimum 8–10 years’ experience in Oil & Gas onshore/offshore facilities.
• Proven experience in FEED and EPIC projects, covering Greenfield and Brownfield environments.
• Strong hands-on experience in telecom FAT, SAT, installation, testing, commissioning, and troubleshooting.
• Ability to review and approve relevant drawings, technical documents, procedures, and contractor deliverables.
• Good knowledge of applicable telecom industry standards and HSE requirements.
• Experience with risk management, HAZID and SIMOPS.
• BOSIET/FOET + CA-EBS certification required; Basic H2S preferred.
• Strong planning, coordination, resource management, and problem-solving skills.
• Good communication and technical writing abilities.
• Ability to work independently and effectively within a multidisciplinary team.
• Proficiency in MS Word, Excel, MS Project, Visio, AutoCAD, and Navisworks.

Responsibilities

• Execute installation, testing, commissioning, and handover of telecommunications systems.
• Conduct FAT and SAT activities and ensure systems meet approved project requirements.
• Commission and troubleshoot telecom systems including CCTV, UHF/VHF Radio, PA/GA, PABX & IP Telephony, Telemetry & AIS, ACS, LAN/WAN & Fiber Optic Cabling, VHF/UHF/TETRA Radio, Microwave Systems, NMS, Vessel Safety Systems.
• Support telecom service jobs and modifications in accordance with contractual requirements.
• Review telecom drawings, specifications, procedures, and other engineering deliverables.
• Coordinate with vendors, subcontractors, construction teams, engineering teams, and client representatives to resolve technical issues.
• Monitor commissioning progress and ensure activities are completed according to the approved project schedule.
• Maintain commissioning records, test reports, punch lists, and handover documentation.
• Support final system handover and project close-out.
• Plan site activities and coordinate required manpower, tools, and equipment.
• Ensure compliance with HSE procedures, PTW, risk assessments, HAZID, and SIMOPS requirements.
• Provide technical updates and reports to the Lead Commissioning Engineer / Project Manager.
• Work on onshore and offshore facilities and travel within Qatar or the Middle East when required.
