Job summary

Mekdam Technical Services seeks a senior QA/QC professional to lead quality assurance on building projects in Qatar. The role ensures compliance with contract documents, approvals and company standards across procurement, construction, testing and handover.

The incumbent will review PQP/ITPs, monitor inspections, and manage NCRs, CAPA and FAT/SAT activities, ensuring defect-free delivery and robust documentation.

Qualifications

  • Bachelor's degree in Civil Engineering with a strong QA/QC focus.
  • ISO 9001 Lead Auditor or Internal Auditor certification is highly desirable.
  • CQE or equivalent certification is advantageous.

Responsibilities

  • Review and monitor PQP, ITPs, method statements and quality procedures for compliance.
  • Review submittals and manufacturers' documentation against approved specs.
  • Witness inspections across disciplines to ensure conformance.
  • Issue NCRs and verify corrective actions to close quality gaps.

Job description

Role Objective

To ensure that all design, procurement, construction, testing, commissioning and handover activities are executed in accordance with the Contract Documents, approved drawings, project specifications, Company standards, requirements, applicable statutory regulations and the approved Quality Management System, while maintaining the highest standards of workmanship throughout the project lifecycle.

Key Accountabilities
  • Review and monitor the Contractor's Project Quality Plan (PQP), Inspection and Test Plans (ITPs), Method Statements and quality procedures to ensure compliance with project requirements.
  • Review material submittals, technical submittals and manufacturers' documentation to verify compliance with approved specifications before procurement and installation.
  • Monitor and witness inspections for architectural, structural, mechanical, electrical, ELV, fire protection and specialist systems to verify compliance with approved drawings and specifications.
  • Conduct regular site quality inspections, identify quality deficiencies, issue observations and Non-Conformance Reports (NCRs), and verify the implementation of corrective and preventive actions.
  • Review Requests for Inspection (RFIs), material delivery inspections and factory acceptance documentation to ensure only approved materials and workmanship are incorporated into the project.
  • Monitor compliance with approved mock-ups, sample panels and benchmark installations before commencement of full production works.
  • Review laboratory testing reports, third‑party inspection reports, testing and commissioning procedures, Test, Adjusting and Balancing (TAB) reports and integrated system testing documentation.
  • Verify completion of snagging, de‑snagging and punch list activities prior to Practical Completion and Final Handover.
  • Participate in quality audits, progress meetings, technical coordination meetings and site inspections with Company, consultants and contractors.
  • Maintain comprehensive quality records, inspection registers, NCR logs, quality statistics and project documentation.
  • Assist in the review of payment applications by confirming the quality and completion status of executed works.
  • Promote continual improvement initiatives and ensure full implementation of the Project Quality Management System throughout all phases of the project

      2. Understand the importance of conformance to the QHSE Policy and procedures and to the requirements of QHSE management system.
      3. Aware of the Customer Requirements (where relevant).
      4. Aware of the Significant Environmental Aspects and Occupational Hazards / risk in this area of operation.
      5. Understand the potential consequences of deviations from approved procedures, specifications and safety requirements.
      6. Aware of current Objectives and Targets in this area and what is the current status.
      7. Aware of mergency Preparedness & Response.
      8. Aware of Security Requirements, sexual exploitation and abuse or gender based violence.

Job Requirements
Educational Qualifications
  • Bachelor's Degree in Civil Engineering.
  • ISO 9001 Lead Auditor or Internal Auditor Certification is highly desirable.
  • Certified Quality Engineer (CQE) or equivalent professional certification is an advantage.
Experience
  • Minimum 10 years of professional experience in Quality Assurance and Quality Control for building construction projects.
  • Minimum 5 years of experience in commercial office fit‑out or high‑end interior projects.
