Job Responsibilities
- Use appropriate valuation techniques and cost databases to provide reliable cost estimates and advice to Project managers and business leaders regarding contractor contractual deliverables.
- Provide reliable preliminary cost advice and cost estimates towards the project at the tender stage, involving technical and/or economic investigations that reflect the financial implications of any various design alternatives.
- Prepare the Bill of quantities for project tender and advise project managers on the appropriateness of the quantity of items used and the subsequent costs during the tender process.
- Provide input towards drafting contract documents and advise on fair contract prices for tenders.
- Advise on cost and contractual arrangements and partake in financial contract evaluation and administration throughout a project.
- Assist in assessing tenders and advise on the type of contract or special clauses in it.
- Work in close liaison with Project Managers to monitor the progress of contractors and other suppliers to ensure compliance with and safeguard the Company’s interests.
- Ensure that the financial provisions of the contract are properly interpreted and applied.
- Oversee and assess work (value and monitor work-in-progress), complete and recommend payment in collaboration with Project managers and business leaders.
- Determine the contract deliverables valuation to ensure a fair assessment and assist in equitable settlement of the cost of the project in accordance with the contract conditions.
- Monitor project costs regularly by matching the actual against contracted amounts.
- Prepare monthly cash-flow forecasts and exercise cost control.
- Raise any issues that require consideration to the Team Lead/ Engineering Advisor / Expert for advice on actions/ recommendations.
- Perform other tasks/ duties as required.
Skills
- Bachelor’s degree in Quantity Surveying/relevant subject with qualification obtained from a recognized university; preferably from North America, West Europe, and Australia.
- A minimum of 20 years of cumulative experience in a relevant field; working in a multidisciplinary Organization preferably in the Middle East in Building, Infrastructure, Highways, and Drainage projects.
- Knowledge of FIDIC, JCT and CESMM.
- Proficient in Tender Documents compilation, preparation of Bills of Quality, interim claim evaluation, and final account is compulsory.
- Innovative approach to problem-solving and solution development.
- Ability to deliver and support changes and work in a team.
- Ability to influence and engage stakeholders and staff at all levels within the organization.
- In-depth knowledge of Health and Safety regulations, policies, and procedures.
