Job summary

QD-SBG Construction is seeking a Senior Estimation Engineer (Civil & MEP - Infrastructure) to lead the preparation of tender estimates, BOQs, and cost plans for large road and infrastructure projects in Qatar. The role demands strong experience with Ashghal specifications and cross-functional coordination across engineering, procurement and subcontractors.

The successful candidate will develop robust rate build-ups, analyze market costs, and contribute to bid clarifications and finalization,

Qualifications

• Minimum of 10 years of experience in Estimation, rate build-ups, BOQs, and technical bids for large infrastructure projects.
• Bachelor’s degree in Civil/MEP Engineering.
• Estimation software such as Candy, CCS, BuildSmart; cost analysis, pricing strategies, and risk allowances.

Responsibilities

• Lead preparation of detailed cost estimates for road and infrastructure projects using BOQs, drawings, and Ashghal specifications.
• Conduct quantity take-offs, productivity analysis, and resource planning for tenders.
• Review tender drawings and requirements to ensure accurate scope understanding and address clarifications.
• Coordinate with engineering, procurement, and subcontractors for pricing inputs.
• Evaluate supplier quotations for technical and commercial alignment, and risk exposure.
• Develop rate build-ups including labor, materials, equipment, overheads, and margins.

Job Summary

The Senior Estimation Engineer is responsible for preparing tender estimates, Bills of Quantities (BOQs), pricing and technical proposals ensuring accuracy, competitiveness, and alignment with project requirements.

Duties and Responsibilities

• Lead preparation of detailed cost estimates for road and infrastructure projects using BOQs, drawings, and Ashghal specifications.
• Conduct comprehensive quantity take-offs, productivity analysis, and resource planning for tenders.
• Review tender drawings, specifications, and requirements to fully understand project scope and identify any discrepancies or clarifications required.
• Coordinate with engineering, procurement, and subcontractors for pricing inputs and clarifications.
• Evaluate supplier quotations for technical alignment, commercial compliance, and risk exposure.
• Develop rate build-ups including labor, materials, equipment, overheads, and margins.
• Analyze material prices, labor productivity, and equipment costs to develop competitive and accurate estimates.
• Analyze project risks, scope gaps, and uncertainties and integrate mitigation strategies.
• Maintain cost databases, market benchmarks, and historical performance data.
• Participate in tender clarifications, negotiations, and bid finalization.
• Manage tender priorities and ensure all deliverables are completed accurately and submitted within required deadlines.
• Prepare tender briefs and management summary reports for bid review and approval.
• Ensure estimates comply with Ashghal/QCS and internal estimation procedures.
• Provide cost engineering insights for budgeting, cost control, and forecasting.
• Assist the project, procurement, and cost control teams during the initial phase of awarded projects.

Experience & Qualification

• Minimum of 10 years of experience in Estimation, rate build-ups, BOQs, technical bids for large infrastructure projects.
