Job summary

North Oil Company Qatar is seeking a seasoned Data Governance professional to develop and manage governance controls across data repositories and the data platform. You will ensure data quality, metadata management and data lineage to support trusted AI and analytics initiatives.

The role requires deep experience with Informatica EDC/IDQ/Axon, collaboration with Data Owners and Custodians, and strong English communication skills to drive governance maturity and enterprise data literacy.

Qualifications

• 10 years of experience in Data Management/Governance, preferably in Oil & Gas.
• 8+ years of experience in Data Governance projects using Informatica tools (Axon, IDQ, EDC).
• Fluent English both spoken and written; strong communication and stakeholder engagement.

Purpose of the Role

• Technical role responsible for developing Data Governance controls using NOC Data Governance solutions on data repositories and Data Platform ensuring data management, quality and responsibilities are in place to improve the overall data governance maturity.
• Digital use cases and application solutions data governance deliverables to ensure data used and presented are accurate and trusted.
• Interface with all NOC business entities especially the users of production operations data to ensure data governance practices and workflows are designed and implemented on data repositories (i.e., data quality rules) to improved business decisions and increase operational efficiency.

Job Dimensions

• Structured and unstructured data for more than 100 Data Domains, 650 Data Families and 100 Data Sources/Solutions
• Manage 4 solutions and work with 2 service contracts.
• Interface with the digital team to implement data governance on the digital use cases to ensure data used and presented is fit for decision making.
• Interface with the identified data roles within 16 departments, which are Data Owners (Leadership), Data Stewards (Data SMEs) and Data Custodians (Solution SMEs) to capture the data requirements and improvements on the tools.
• Interface with information security to ensure security controls are applied on the data used (i.e. information classification)
• Support maturing data knowledge and practices (i.e. end user training)

Key Accountabilities

• Data Governance solutions management and maintenance (i.e., data quality, data cataloging, metadata management)
• Implement data governance practices on AI, digital use cases, data platforms and NOC solutions.
• Evaluate and apply data governance practices on identified key data elements and any data hosted outside of NOC premise (i.e., cloud).
• Review vendors’ deliverables and communicate corrective actions.
• Enable NOC data literacy and organization upskilling

Activities

• Define and implement data governance processes, practices and rules as requested by data owners and steward on data governance tools (i.e. Informatica).
• Work closely with the internal teams team to implement data governance on the data that will be used in AI, advanced analytics and digital use cases and map it to the enterprise data governance practices.
• Develop and maintain AI governance, observability, and quality assurance capabilities, including agent access controls, audit trails, compliance-driven configurations, and automated monitoring for data quality, model performance, bias, and drift, while supporting incident investigation and remediation of AI-related risks.
• Apply data governance requirements on Key Data Elements identified by the business.
• Capture and implement data governance requirements on data before migrating to cloud.
• Perform resource creation and extraction of core databases metadata and profiling metadata, business term association, attribute management, data domains, rules, profiling information and troubleshooting, and performance tuning in EDC.
• Analysis business data and propose data quality rules to the business then implement the selected/validated rules and produce data quality scorecards that are regularly updated.
• Work with stakeholders to identify trusted source, owner, and steward for each of the Key Data Elements (KDE) and define business definition and business rules.
• Manage metadata repositories through executing onboarding of technical and business metadata on data governance solutions, ensuring the population of data lineage and linkage between the technical and business metadata.
• Use data profiling and Informatica EDC/IDQ to discover patterns and tasks that can be automated, and identify ways to improve data reliability, performance, efficiency, and quality.
• Implement metadata catalog, dictionaries, business user glossaries on relative tools leverage Oil and Gas standard practices to ease the data discovery and utilization.
• Maintain an API and a dashboard that showcases the Data Governance maturity KPIs for every department.
• Implement and maintain a Data Certification tool that provides evidence of complete and accurate data migration from source to destination.

Additional Key Accountabilities

• Evaluate and recommend innovative solutions to mature NOC’s data operations and overall data governance.
• Implement enterprise metadata standards, guidelines, and processes to ensure quality metadata and support for ongoing data governance.
• Capture data lineage and data flow between systems, defining the transformation that data are subject to while moving between systems in accordance with App and Data IS SMEs.
• Build and maintain effective working relationships with key entities and stakeholders in NOC and other parties as needed.
• Support NOC to define new requirements, participate in end user meetings to derive and define the business requirement, propose cost effective solutions for data governance and familiarize the team with the requirements, specifications, design targets & techniques to support task performance and delivery.
• Review & propose industry best tools & technology for ever changing business rules and data set from data governance point of view, Conduct Proof of Concepts (POC) with new tools & technologies to derive convincing benchmarks and deliver value-based solution in Quick time.
• Interface with the department Architects to ensure Data governance principles and rules are considered.
• Launch data quality improvement actions for Key Data Elements

Education

Bachelor’s degree from an accredited university in Information Management or Computer Science or an engineering/business related equivalent.

Certification Experience

• 10 years of experience in Data Management/Governance preferably in Oil and Gas upstream operations.
• 8+ years of experience in Data Governance projects using data governance tools (i.e., informatica).
• Deep experience in petroleum operations data and good understanding of the related data sources
• Full understanding of Data Governance concepts (e.g., cataloging, profiling, ownership/stewardship, Data Quality, Data Catalog ...etc.)
• Certification and strong technical and analytical skills, as well as hands-on experience with Informatica data governance tools (Axon, IDQ, EDC)
• Deep technical experience in creating data governance workflows, implement policies, guidelines, tools, metrics, and standards for managing metadata.
• Deep technical experience integrating Informatica EDC/IDQ with Axon.
• Deep technical experience in Metadata Extraction & build lineage among assets.
• Deep technical experience in implementing data quality rules using Informatica DQ
• Strong hands-on experience designing, developing, deploying, testing, and administrating Informatica data governance tools.
• Experience in database technologies and techniques (e.g., SQL, NoSQL, Oracle, …etc)
• Experience establishing master data and reference data for domain entities using Informatica MDM.
• Able to make quick decisions and solve technical problems to provide an efficient environment for project implementation.
• Awareness of data integration patterns, data modeling and data architecture
