Safety Officer Doha, Qatar

Description

Overview:
We are looking to hire a Safety Officer for a national oil and gas operator in Doha, Qatar.

Qualifications:
Candidates must have a minimum of 12 years’ experience in operational safety, preferably in the Oil, Gas & Petrochemical Industry, specifically in infrastructure or construction projects. They should have thorough knowledge of various safety regulations, standards, and procedures. Fluency in English is a must.

Key Responsibilities:

1. Provide technical services in Health and Safety during project definition, detailed design, and execution stages to ensure contractor compliance with HSE policies, procedures, and regulations.
2. Ensure adherence by QP and contractor personnel to HSE policies, including active/passive fire safety systems, life safety, fire risk assessments, safety studies, security systems, emergency response, lighting, and communication systems.
3. Monitor activities within project sites, conduct daily inspections, and ensure work complies with approved JSA, Risk Assessments, Method Statements, and Permit to Work systems.
4. Identify and implement risk reduction measures across all phases of construction.
5. Review method statements, JSAs, safety certifications, and related documents submitted by contractors, and report lapses to the supervisor.
6. Assist in implementing project HSE performance monitoring, objectives, and initiatives, ensuring compliance with DT HSE and corporate standards.
7. Ensure compliance with legal and regulatory HSE requirements within project activities.
8. Maintain records of HSE risk registers, monitor risks, and ensure proper close-out procedures.
9. Review contractor HSE documentation and assess the competence of contractor HSE personnel prior to mobilization.
10. Conduct incident investigations, report incidents, and ensure corrective actions are implemented.
11. Lead safety meetings and promote HSE awareness among project staff and contractors.
12. Conduct safety audits to ensure compliance and implement corrective actions.

Requirements:

• HNC or equivalent in engineering discipline; membership in a recognized safety institution is preferred.
• Minimum 12 years’ experience in operational safety, preferably in Oil, Gas & Petrochemical Industry, especially in infrastructure/construction projects.
• Proficiency in MS Word, Excel, Access, PowerPoint, and relevant software.
• Experience in the Arabian Gulf is desirable.
