QA/QC Engineer – Instrument

Job summary

COOEC in Doha is looking for a Senior Procurement Quality Engineer to oversee the procurement and manufacturing of instrument equipment including DCS, SCADA, RTU and ESD systems from RFQ to shipment. You will review vendor documents, coordinate with suppliers, and lead quality meetings to ensure actions are taken within tight deadlines.

A bachelor's degree in engineering and 8 years of related experience, plus ISO 9001 knowledge, are required.

Qualifications

• Bachelor's degree or higher in Engineering.
• 8 years of experience in inspection and execution of manufacturing activities.
• Knowledge of ISO-9001 quality system requirements and implementation.
• Familiarity with codes such as ISA RP12.6, ISA RP12.2.02, ISA TR12, ANSI MC96.1, IEEE 518/IEEE 1100, IEC 60529, NEMA IC 6, NEC, UL 94.
• IEC 60079 qualification.

Responsibilities

• Familiarize with the company's requirements and quality standards.
• Attend vendor meetings to assert quality requirements.
• Prepare the quality section of KOM slides.
• Review vendor documents (ITP, MPS, FAT, reports).
• Communicate with vendors on comments or feedback and arrange clarifications.
• Ensure PIM is held as scheduled.
• Host and organize PIM meetings.
• Verify NOI readiness and forward to TPC coordinator for inspection.
• Review the TPC inspection report.
• Issue NCRs for discrepancies and drive corrective actions within 3 working days.
• Review manufacturer's record book / As-built dossier.

Job description

I. Job Summary (describe in 3-4 sentences the mission or purpose of this position):

Participate in the procurement and manufacturing process of instrument equipment, such as Distributed Control System (DCS), Supervisory Control And Data Acquisition (SCADA) systems, Remote Terminal Unit (RTU), and Emergency Shutdown (ESD) systems, from RFQ to shipment, handling any quality issues (TBE, PO, KOM, PIM, Manufacturing, In-progress Inspection, Pressure Test, FAT, Final Inspection, etc.).

II. Principal Responsibilities (identify 7-10 major categories of work):

• 1.To become familiar with the company's requirements
• 2.Participate in various meetings with the Vendor/Company to ensure that the vendor knows the company's quality requirements.
• 3.Attend KOM and prepare the quality section of the KOM slide.
• 4.Review and comment on vendor documents (ITP, MPS, FAT procedure, report, etc.)
• 5.Communicate with the vendor/COMPANY regarding controversial comments or feedback, and raise a clarification meeting if necessary.
• 6.Make every effort to ensure PIM is held as scheduled.
• 7.Organize PIM meeting as host
• 8.Verify NOI readiness and forward to TPC coordinator for vendor inspection
• 9.Review and comment TPC inspection report
• 10.Issue NCR if discrepancies are identified and expedite the vendor's resolution proposal / RCA (If necessary) within 3 working days of receiving NCR by vendor.
• 11.Review the manufacturer's record book / As-built dossier.

III. Education/Experience Requirements/ Certification

• 1.Shall have a bachelor’s degree or higher in Engineering.
• 2.Shall have 8 years’ experience directly relating to the inspection/execution of manufacturing activities.
• 3.Shall have knowledge and understanding of ISO-9001 quality system requirements and implementation.
• 4.Shall demonstrate working knowledge of codes required by the purchase order, such as ISA RP12.6, ISA RP12.2.02,ISA TR12., ANSI MC96.1, IEEE 518, IEEE 1100, IEC 60529, NEMA IC 6,NEMA 250, NEMA VE 1, NEMA VE 2, NFPA 70/ National Electrical Code (NEC) and UL 94, etc.
• 5.Shall have IEC 60079 qualification
