Zusammenfassung

Nakilat is seeking a Project Cost Controller to establish budgets, forecasts and cost controls for complex offshore fabrication projects in Qatar. The role requires independent application of cost control procedures and rigorous cost analysis with regular reporting to project management.

The candidate will set up CBS/WBS, allocate budgets, prepare EAC forecasts and manage change control processes. Strong collaboration with PMT and accounting is essential.

Qualifikationen

• Bachelor’s degree in finance, engineering or related discipline.
• 3-6 years of relevant work experience, preferably in the Oil & Gas industry.
• Experience in offshore projects and fabrication.

Aufgaben

• Set up Cost Breakdown Structure (CBS) aligned to project scope and WBS.
• Ensure accurate allocation of project budget and provide control budgets for PO, subcontracts, fabrication, and related teams.
• Assist in setting up project cost control system per internal and PMT requirements including cost databases and reporting templates.
• Evaluate cost reports, communicate cost performance, risks and opportunities to project management regularly.
• Prepare and review the project’s Estimate at Completion (EAC) forecast based on remaining scope and expenditures.
• Set up and maintain the project change management system per approved procedure.
• Prepare, route for signature and submit monthly progress invoices to Client.
• Provide data to support project accounting and revenue recognition.
• Support Lead Cost Engineer as required.

Primary Functions

• The Project Cost Controller is responsible for the establishment of project budgets, forecasts, controls and reporting.
• The role will work closely with the relevant project team and with minimal supervision will be responsible for independently applying cost control procedures, best practices and cost analysis on the assigned project

Tasks and Responsibilities

• Setup Cost Breakdown Structure (CBS) in line with the approved / as-awarded project scope and Work Breakdown Structure (WBS).
• Ensure accurate allocation of project budget and provide control budgets for equipment and material purchase orders, subcontracts, fabrication, fabrication management team and support disciplines.
• Assist in setting up project specific cost control system based on company internal requirements and project (PMT) requirements. Including but not limited to cost databases and reporting templates/mechanism.
• Evaluate and analyze cost reports, detect issues and effectively communicate the project’s cost performance, risks and opportunities, issues and concerns to project management team on a regular and agreed periodic basis.
• Regularly prepare, review and evaluate the project’s Estimate at Completion (EAC) cost forecast - based on remaining scope work, registered expenditures and project commitments.
• Set up and maintain the project’s change management system in alignment with the QFAB’s approved procedure.
• Preparation, routing for signature and eventual submission of monthly progress invoice to Client.
• Provide necessary project data to support project accounting and revenue recognition.
• Support Lead Cost Engineer as and when required.
