Job summary

ISS International SpA is seeking a highly motivated and experienced Cost Controller in Qatar to monitor, analyze, and report the financial performance of Major Projects, ensuring alignment with budgets, forecasts, and financial policies.

The role supports the Project Team with cost tracking, variance analysis, and timely reporting, enabling informed decision-making and strong financial control throughout the project lifecycle. Experience in fertilizer or petrochemical mega-projects is required.

Qualifications

• Minimum 15 years' experience in Fertilizer or Petrochemical Major Projects Execution.

Responsibilities

• Cost Planning & Budgeting: develop and maintain the Project CBS aligned with the WBS and assist in preparing budgets and cost estimates across engineering, procurement, construction, and commissioning.
• Cost Monitoring & Performance Analysis: track actual costs, commitments, and accruals; analyze variances and support EVM metrics.
• Invoice & Payment Validation: review invoices against contracts and progress, ensuring timely payment processing.
• Reporting & Documentation: prepare cost inputs for monthly reports, maintain auditable records and document lessons learned.

ISS International SpA is seeking a highly motivated and experienced Cost Controller to join our client in Qatar.

JOB PURPOSE:

The Cost Controller is responsible for monitoring, analyzing, and reporting the financial performance of Major Projects, ensuring alignment with budgets, forecasts, and the Company’s financial policies. The role supports the Project Team by providing accurate cost tracking, variance analysis, and timely reporting, enabling informed decision-making and ensuring financial control throughout the Project lifecycle.

Managing Activities

1.Cost Planning & Budgeting

• Support in developing and maintaining the Project Cost Breakdown Structure (CBS) aligned with the Work Breakdown Structure (WBS).
• Support the preparation of Project budgets, funding requests, and cost estimates across all phases (engineering, procurement, construction, commissioning).
• Coordinate with discipline leads and discipline managers to ensure cost plans reflect scope, schedule, and resource requirements.
• Assist in establishing baseline budgets and monitor changes throughout the Project lifecycle.

2.Cost Monitoring & Performance Analysis

• Track and report actual costs, commitments, and accruals against approved budgets.
• Analyze cost variances and trends and recommend corrective actions to mitigate overruns.
• Implement and maintain Earned Value Management (EVM) metrics such as CPI (Cost Performance Index) and TCPI (To-Complete Performance Index).
• Support Senior Cost Control Engineer in preparing and presenting monthly cost reports, forecasts, and executive summaries for Project leadership and stakeholders.

Invoice & Payment Validation

• Review and validate EPCC Contractor and Subcontractor invoices against contractual terms, progress, and deliverables.
• Coordinate with Procurement, Finance, and Project Controls to ensure timely and accurate payment processing.
• Maintain auditable records of invoice approvals, payment status, and financial commitments.

4.Reporting & Documentation

• Prepare cost input for Project Monthly Reports, Steering Committee presentations, and internal reviews.
• Maintain centralized and auditable records of cost data, forecasts, and historical trends.
• Document and submit Lessons Learned related to cost control and financial management.

EDUCATIONAL QUALIFICATION & EXPERIENCE:

• Minimum 15 years' experience in Fertilizer or Petrochemical Major Projects Execution.
