The IOM Qatar Country Programme focuses on programme development, project implementation, government liaison, and partnership engagement across various migration management areas. This role operates under the direct supervision of the Chief of Mission in Qatar, coordinating with regional and headquarters entities.
Job purpose: The Programme Officer (Qatar Country Programme) is responsible for managing, coordinating, and overseeing the activities of the IOM Qatar Country Programme. This involves ensuring effective programme development and implementation, providing operational management and technical supervision to staff, and fostering strong relationships with diverse stakeholders including UN agencies, humanitarian organizations, and government counterparts. The role contributes to identifying programme priorities, designing new projects aligned with emerging trends and donor interests, and ensuring timely and quality reporting. The position plays a key part in the strategic direction and successful execution of IOM's mandate in Qatar, aiming to maximize impact and mobilize resources for migration-related initiatives.
Responsibilities: Oversee the development and implementation of the IOM Qatar Country Programme, managing administrative, operational, and financial aspects of projects. Provide operational management, guidance, and technical supervision to programme staff, assisting with strategic direction and addressing operational challenges. Cultivate and expand strong relationships with UN agencies, humanitarian organizations, government bodies, and community stakeholders to ensure successful programme execution. Identify programme priorities and coordinate the design and development of new projects based on results frameworks, emerging trends, and donor requirements. Ensure timely and quality reporting to IOM, donors, and stakeholders, and coordinate the production of programme updates and visibility materials. Monitor progress against strategic objectives and benchmarks, oversee the establishment of M&E frameworks, and ensure compliance with organizational policies and donor requirements. Supervise and mentor programme staff, conduct training, and support capacity building. Coordinate the development of assessment and monitoring tools, draft SOPs, and oversee data collection and analysis mechanisms. Undertake travel for coordination and support programme implementation, and participate in relevant stakeholder meetings.
Education: Master’s degree in a relevant field (e.g., International Relations, Political Science, Humanitarian Affairs) with five years of experience, or a University degree with seven years of relevant professional experience. Accreditation of universities will be verified.
Work experience: Required experience includes programme conceptualization, development, monitoring, reporting, and evaluation. Experience in programme development, capacity-building activities, liaising with governmental and international institutions, and organizing high-level consultations, workshops, or seminars is also necessary.
Skills: In-depth knowledge of migration-related subjects; familiarity with financial and business administration; understanding of migration issues in Qatar and the region; knowledge of UN and donor programming; ability to build strong working relations with government and international organizations; excellent leadership, coordination, and information management skills; knowledge of the UN System and NGOs; knowledge of migration data and border management in the GCC region; proven human and financial resource management skills; excellent conceptualization, analytical, and writing skills; strong communication, organizational, and interpersonal skills; ability to meet deadlines and work under pressure; and ability to establish and maintain partnerships.
