Job summary

Norconsult Telematics seeks a Data Center Design Governance Lead based in Damascus Governorate, Syria, to own design reviews and ensure critical power, cooling, and security decisions are sound and traceable through EPC. The role requires senior expertise in mission-critical design assurance and strong knowledge of regional operating context.

The successful candidate will chair the design-change board, manage NCRs, and provide technical leadership across design teams.

Qualifications

• Bachelor's degree in Electrical or Mechanical Engineering required.
• 10–12 years in data center or mission-critical facility design, incl. 4–5 years in design review/owner's engineer.
• Experience with formal stage gates and enforcing quality standards.
• Strong knowledge of Uptime Institute tier topology, TIA-942, EN 50600.
• ATD certification required or to be obtained within 3 months; CTDC and DCDC preferred.
• Chartered Engineer or PE preferred.
• Fluent English; Arabic a plus; eligible to work in Syria per sanctions.
• Willingness to travel to data center sites within Syria.

Responsibilities

• Manage the design-review and quality-gate process through High-Level Design checkpoints.
• Verify traceability to requirements and reject deviations.
• Maintain independence from design production and review external partners.
• Verify the resilience case via single-line diagrams and PUE considerations.
• Review critical power and cooling concepts and redundancy.
• Ensure site meets target Tier (III/IV) and complies with standards.
• Issue NCRs and track closure; support RFP and bid evaluation.
• Review IFC submittals against approved intent; set acceptance criteria.
• Lead design-change board and disposition change requests.
• Provide design‑assurance input for specifications and commissioning.
