Job summary

RKH Qitarat LLC invites applications for a Project Estimation / QS Engineer to support PMO activities in Doha, Qatar. The role focuses on dedicated estimating, cost control, and commercial support across the PMO project portfolio, ensuring proper substantiation and recoverability of project costs throughout the lifecycle.

Key accountabilities include reviewing instructions, preparing estimates, validating cost build-ups, managing cost trackers, and identifying commercial risks at project outset.

Qualifications

• Engineering degree or equivalent with QS/estimating qualification.
• Experience in estimating, quantity surveying, cost control or commercial management in infrastructure projects.
• Ability to work across multiple projects and disciplines.
• Willingness to collaborate with technical and commercial teams.
• Strong cost control and contractual exposure awareness.
• Experience with project controls or ERP systems desirable.
• Proactive approach to cost leakage and under-recovery.
• Detail-oriented with ability to manage multiple priorities.

Responsibilities

• Review project instructions, scopes and tender requirements from cost, contractual and delivery perspectives.
• Prepare and/or validate project estimates, resource loading, cost build-ups and pricing assumptions.
• Ensure PMO activities and costs are captured in quotations and submissions.
• Identify cost exposure, exclusions, assumptions and commercial risks at project outset.
• Support defining payment milestones and commercial mechanisms aligned with delivery.
• Establish baselines for costs, variations and financial performance.
• Maintain project cost trackers and financial baselines.
• Monitor actual costs against budgets, forecasts and recoverables.
• Identify overruns, under-recovery, and financial exposure early.
• Support PMO in cost/resource allocation through execution.
• Ensure financial information aligns with progress and delivery status.
• Support end-to-end management of instructions, variations and claims.
