Ensures that required QHSE organization of the EPIC Contractor is established, and it is adhered throughout the Project Life Cycle.
Responsibilities
- Guides in preparation of Project HSE & Quality Plans by the EPIC Contractor and endorses HSE & Quality Plans and related POCs.
- Guides / participates during pre-qualification of Contractors, sub-Contractors and Vendors during the EPIC Tendering phase for the implementation of QHSE requirements.
- Supports Project QHSE team in implementing regulatory HSE, Environmental, and Quality requirements, procedures, and standards throughout the project.
- Provides guidance on HSE reviews/studies, Construction Risk Assessments, and Environmental Assessments.
- Oversees the integrity of QHSE relevant design requirements and ensures compliance.
- Inspects Contractors and PMT occupied buildings for HSE compliance and monitors implementation of recommendations.
- Liaises with regulatory bodies for approvals/certifications and ensures QHSE policies are followed.
- Facilitates and monitors implementation of legal HSE and environmental requirements.
- Participates in QHSE & Environmental audits and ensures compliance.
- Ensures deviation and non-conformance control systems are implemented and effective.
- Reviews and endorses resolutions of deviations, corrective actions, and NCRs/CARs.
- Prepares departmental quality reports and monitors project HSE and QA risks.
- Ensures incidents are reported, investigated, and lessons learned are implemented.
Candidate Profile
- Bachelor's degree in Mechanical Engineering; IRCA or equivalent Lead Auditor certification in IMS ISO standards.
- Post-graduation and professional certifications in relevant disciplines are preferable.
- Minimum 20 years in Quality & HSE Management, with at least 5 years in senior roles within offshore oil & gas projects.
- Experience with regulatory regimes, safety & quality standards, and project planning.
- Strong leadership skills and professional qualifications such as ISO/IRCA/ASME/API/NACE/ASNT/TWI/AWS are desirable.
- Familiarity with international safety & quality codes and standards.
- Experience in developing QHSE plans, risk assessments, and incident investigations.
- Proven track record in conducting and managing audits, inspections, and compliance reviews.
- International management certificates (e.g., PMI, APM) are a plus.
