Job summary

Airswift, a global manpower provider, is seeking a Head of Quality - Offplot for a major LNG expansion project in Ras Laffan Industrial City, Qatar. This is a long-term on-site contract with a six-day week.

You will lead all quality activities from FEED to start-up, ensure compliance with project requirements, and drive implementation of the project quality management system across EPCs, vendors and fabrication yards.

Qualifications

• Bachelor’s degree in Sciences or Engineering.
• 15 years experience in Quality in Oil & Gas, incl. 5 years in a supervisory role.
• Experience with Oil & Gas companies, EPC contractors, sub-contractors, vendors or service companies.

Responsibilities

• Reports to Quality Division Manager (CO2 & Offplot).
• Monitor contractor progress and ensure timely issue of quality documents per Master Document Register.
• Implement Company Quality Management system during all phases (engineering, procurement, construction).
• Provide technical information during tendering and review bid proposals for QA/QC.
• Ensure contractual quality requirements are fulfilled per ITPs and surveillance procedures.
• Lead development and implementation of project quality management system.
• Plan and oversee internal and external quality audits (EPC, vendors, fabrication yards).
• Manage NCRs, deviation requests and lessons learned with root cause analysis.

We are working with a Major Oil & Gas operator to source for Head of Quality - Offplot. This is a long-term contract role working on a residential basis 6-days per week / 10 hours to be based at site (Ras Laffan Industrial City). The role will be part of Multi Billion LNG Expansion Project.

Title: Head of Quality - Offplot Start Date: Negotiable (typically within 1 month notice) Duration: 36 months (potential for extension) Location: Site (Ras Laffan Industrial City), Qatar Working Schedule: 6-days per week / 10 hours per day

Job Purpose: Responsible for overseeing and delivering all Quality activities for the Mega LNG Projects - Offplot, ensuring that all technical requirements are in full compliance with project requirements, along all project phases from FEED to start-up.

Key Job Accountabilities:

• Reports to Quality Division Manager (CO2 & Offplot).
• Monitor Contractor progress and ensures timely issuance of the quality documents listed in the Master Document Register for Quality Discipline and in particular for Quality Plan.
• Implements COMPANY Quality Management system during all phases including surveillance plans related to Engineering, procurement and Construction.
• During the tendering phase, provide technical information/clarifications requested by the Tenderers and review Bid proposal for all matters related to Quality assurance and Quality Control.
• Ensure Contractual quality requirement are fulfilled in term of ITP’ and vendor surveillance procedures.
• Monitor and ensure that all the quality Company project lifecycle requirement and procedure from FEED through EPC, commissioning and start-up are followed.
• Lead the development and implementation and continuous improvement of Project quality management system.
• Plan, coordinate and oversee internal and external quality audits, including EPC contractor, vendor and fabrication yard, to verify the compliance with project quality requirements and to drive Corrective and Preventive actions.
• Manage and report on NCR’s, deviation requests and lesson learned, ensuring proper root cause analysis, timely closure and feedback to engineering, procurement and construction teams.
• Provide leadership and mentoring to all project quality personnel and ensure that adequate quality resources, inspection coverage and training are maintained across all project phases to safeguard the integrity and reliability of the project.

Minimum Requirements:

• Qualifications: Bachelor’s degree in Sciences or Engineering

Knowledge and/or Experience:

• 15 years experience in Quality in the Oil & Gas Industry, including 5 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
• Experience with Oil & Gas companies, Contractors, or Service Companies.
• Experience working in large scale operating organizations in Operations, Projects, etc.
• Knowledge of relevant Quality Systems, specifications, and tools.
• Knowledge of Industry standards.
• Extensive experience with Oil & Gas Companies, EPC contractors, sub-contractors, vendors, or service companies involved in the oil and gas industry.
• Shall be proficient in managing Quality requirements during FEED and Detail Design This shall include transition of design engineering to procurement and construction deliverables
• Strong leadership skills, personal integrity, experience guiding and assisting contractor teams.
• Knowledge of QA/QC management system, ISO 9001, and international codes and and standards (API, ASME, ASTM, AWS, IEC, etc).

Technical and Business Skills:

• Fluent in written and oral English.
• Strong analytical, organisational, coordination and planning skills.
• Good mediation skills including conflict resolution, problem-solving, creative thinking, influencing and empathy
• Proficient in Microsoft Office suite of software programs, etc.
• Deep knowledge of industry codes, standards and practices for telecom discipline
