Client of Brunel is seeking a senior QA leader to own the quality assurance function across engineering, procurement, construction and commissioning for a major project in Doha, Qatar.

You will implement the Project Quality Management System, lead QA engineers and ensure compliance with contract requirements, standards and governance. The role requires extensive experience in major projects and a proven track record in delivering quality across multi-discipline teams.

Qualifications

• Bachelor's degree; 10+ years of QA experience in projects, including major projects.
• Experience leading QA across engineering, procurement, construction and commissioning.

Responsabilités

• Own QA across engineering, procurement, construction and commissioning.
• Ensure Major Projects Contract QA requirements are met and report deviations.
• Review and approve Contractor's Project Quality Plan and ensure alignment with obligations.
• Monitor implementation of the QA Plan and drive corrective actions for non-conformities.
• Lead development, review and maintenance of the Project Information Manual (PIM).
• Develop and implement internal QA procedures aligned with the Project Quality Management System.
• Lead QA Engineers and Quality Coordinators and cultivate a quality culture.
• Oversee QA surveillance during engineering, procurement, construction and commissioning.
• Review EPCC Contractor's Quality Gates Process for alignment with QA requirements.
• Plan and execute a Project Quality Audit Plan and maintain an Audit Report Register.
• Ensure procedures align with EPCC Contract and PIM requirements.

* Support and assist the Chief Major Projects Officer in all QA aspects of the Project.* Take full ownership of the Quality Assurance function across engineering, procurement, construction, and commissioning phases.
* Ensure implementation of Major Projects Contract requirements in the QA domain and report any deviations.* Review and approve the EPCC Contractor's Project Quality Plan, ensuring alignment with contractual obligations and standards.
* Monitor and follow up on EPCC Contractor's implementation of the accepted Quality Plan, reporting non-conformities and initiating corrective actions.* Lead the development, review, and maintenance of the Project Information Manual (PIM), ensuring it reflects current Project governance, quality requirements, and procedural standards.
* Develop and implement all internal Project procedures related to quality assurance, ensuring alignment with Project Quality Management System.* Ensure that all procedures are clearly communicated, accessible, and consistently applied across the Project team.
* Lead and manage QA Engineers and Quality Coordinators, ensuring effective execution of QA activities.* Organize and develop the QA function within the Project Team, fostering a culture of quality and accountability.
* Ensure implementation of the Project Quality Management System.* Oversee and conduct quality surveillance during:
o Engineering: Ensure design deliverables meet quality standards and contractual requirements.o Procurement: Verify material requisitions, Subcontractor selection, inspection planning, and equipment/material fabrication.
o Construction: Monitor Site activities for compliance with ITPs, method statements, and specifications.o Commissioning: Ensure systems are tested and verified in accordance with quality protocols.
* Review and follow the EPCC Contractor's Quality Gates Process to ensure engineering development aligns with Project quality assurance requirements.* Develop and implement a Project Quality Audit Plan covering all phases and stakeholders.
* Conduct scheduled and unscheduled quality audits on:o Internal Project Team
o EPCC Contractoro Subcontractors
* Prepare audit documentation including notifications, agendas, checklists, and reports.* Maintain an Audit Report Register to track non-conformances, observations, and agreed actions.
* Follow up on audit findings and ensure timely closure of recommendations.* Review and approve Project Procedures to ensure they incorporate adequate quality assurance requirements.
* Ensure procedures are aligned with the EPCC Contract and PIM requirements.* Monitor implementation of procedures across engineering, procurement, construction, and commissioning activities.

Desired Candidate Profile

• Bachelor's Degree (12+4 years)
• Minimum 10 years' relevant work experience, with at least 5 years in major projects.
