Job description

mselect is looking to hire a Head of QHSE for a oil and gas operator in Doha, Qatar. Candidates must have a minimum of 20 years of experience in Quality & HSE Management functions, relevant design safety aspects, Environment and Quality management with exposure to construction safety & quality for offshore oil & gas projects (from project initiation to concept engineering, FEED, detailed engineering/EPIC phase). Fluency in English is a must.

Key Responsibilities

Direct and be responsible for all the Quality Management, Quality Controls, Quality Assurance, Health, Safety and Environment and multiple Wellhead Platform Updrage Projects and ensure they compliant with Corporate and Directorate Procedures, Departmental Guidelines and IMS Certification Requirements

Provides oversight and ensures that all projects are compliant with respective Project Quality Requirements and regulator’s HSE Requirements

Responsible for the management and implementation of QHSE Systems for the Project

Responsible for resourcing and allocating QA/QC Engineers/Inspectors required to support the project activities at various locations

Responsible for the Project EPIC Quality & HSE Management System, including Construction Safety management, Environmental management, Contractor and PMT (Project Management Team) office facilities Safety management

Act as the Project focal point for the development of Project QMS requirements in accordance with Corporate, VP, Department and Project requirements

Guides Projects QHSE team in the identification and development of all project's operational QHSE requirements. Enforces project performance and quality objectives at all stages to ensure smooth project delivery

Verify/ensure Project business activities are conducted in a safe, environmentally compliant, health and quality-assured manner and compliance with Directorate Level QHSE, Corporate and Project requirements

Lead the implementation of all Health, Safety, Environmental and Quality certification activities. Ensures Project QHSE performance is monitored for continual improvement

Ensures that the required QHSE organization of the EPIC Contractor is established, and is adhered to throughout the Project Life Cycle. Guides in preparation of Project HSE & Quality Plans by the EPIC Contractor and endorses HSE & Quality Plans and related POCs.

Guides/participates during pre-qualification of Contractors, sub-contractors and Vendors during the EPIC Tendering phase for the implementation of QHSE requirements

Guide and support the Project QHSE team in the implementation of various Projects and Regulatory HSE, Environmental and Quality requirements, procedures and standards throughout the project duration. Ensures guidance on HSE reviews/studies, Construction Risk Assessments, and Environmental Assessments

Provides oversight assurance mechanism to the Engineering team on the integrity of QHSE relevant design requirements implemented as required

Ensures Contractors and PMT-occupied buildings are inspected for HSE compliance as per DV procedures. Monitors implementation of building inspection recommendations/findings

Liaises with regulatory bodies and third parties for approvals/certification and assures implementation of QHSE policies within the Project

Facilitates and monitors implementation of HSE Legal requirements, laws and regulations, and the State of Qatar ratified international conventions and protocols within Project activities

Facilitates/Participates in QHS & Environmental Audits, as required and assures compliance to corporate, directorate or departmental level requirements

Provides oversight that proper deviation control & Non-conformance control system is implemented to meet the Project compliance requirements

Reviews and endorses the resolution of deviations related to QA/QC matters

Review and endorse the corrective and preventive action and proper closure of the NCRs/CARs

Prepares departmental quality reports including periodical reports on CARs/NCRs

Ensures that Project HSE and QA risks are identified and recorded in the Project Risk Register. Ensures that HSE/QA risks are accurately registered, and maintained and monitors/action implementation of the recommendations. Oversees implementation of project-level HSE risk assessments. Ensures that incidents are reported and investigated, and participates in incident investigation teams when required. Ensures implementation of HSE actions from lesson-learned registers

Requirements

The candidate shall be a Bachelor's degree (B.Sc.) graduate in Mechanical Engineering and shall be an IRCA (International Register of Certified Auditors) – or equivalent – approved and registered Lead Auditor for one of the IMS (Integrated Management System) ISO 9001/ISO 45001/ISO 14001, post-graduation and International Professional Certifications in relevant Multi-Discipline (welding, NDT, painting ...) are preferable

Membership in a recognized Chartered or other Professional Institution is preferable

Minimum of 20 years of experience in Quality & HSE Management functions, relevant design safety aspects, Environment and Quality management with exposure to construction safety & quality for offshore oil & gas projects (from project initiation to concept engineering, FEED, detailed engineering/EPIC phase)

Experience shall include at least 5 years in leading QHSE Functions/Senior positions in Engineering QHSE functions for projects in well-reputed Oil & Gas Operator, Worldwide Third-party Consultant, or EPIC contractors. Candidate should possess other professional qualifications relevant to quality i.e., ISO/IRCA/ASME/API/NACE/ASNT/TWI/AWS etc

Familiarity with QHSE and Environmental regulatory regimes, international safety & quality engineering codes and standards. Experience in the development of project QHSE-related plans, philosophies and specifications

Relevant skills in HSE & Quality Studies, Environmental assessments, Project & HSE Risks Registers

Exposure to Accident/Incident investigation, NCRs/CARs, review, and learning from HSE incidents and non-conformities that occur within projects and business activities and ensure implementation and close-out of preventive and corrective actions

Experienced as auditor in key and critical QHSE compliance audits, inspections, and reviews within the Departments and Contractors; develop and maintain consolidated records, registers, Lessons Learnt Registers, Root Cause Analysis etc at the department level, and drive implementation and close-out of audits and inspection findings and recommendations

Extensive leadership skills to motivate and organise Project QHSE teams and contractors HSE & Quality teams to achieve a high-performance level

International management-recognized bodies certificates, such as from Project Management Institute (PMI), Association for Project Management (APM), or equivalents are preferable

The candidate should possess working knowledge in the manufacturing inspection and certification processes for static equipment/piping/materials in capital offshore projects

Sub-sea pipelines, submarine cables, umbilical and the associated Quality Assurance and Quality Control practices. Working knowledge in construction, welding and NDE is essential

He should be familiar with the engineering specifications of other O&G majors in the petroleum offshore Oil and Gas industry. Familiarity with Shell DEPs & QCS is an added advantage

The candidate shall be fully familiar and experienced in QMS and Quality Control practices applicable to all the phases of major Projects in the Oil & Gas Industry

Proficiency level in the use of the English (both written and spoken) should be high and should be able to prepare and present periodic reports on HS, Environment and Quality. Work experience in the Arabian Gulf Countries is desirable
