Job summary

Power International Holding is seeking a Group Performance Director with CFO background to strategically oversee and enhance the Group's financial and operational performance in the TMT vertical.

You will lead KPI development, budgeting, and performance reporting for senior leadership, while driving cost optimisation and SAP-based processes across entities.

Qualifications

Group Performance Director (with CFO background)

The Group Performance Director is responsible for strategically overseeing and enhancing the Group's operational and financial performance and efficiency of the TMT Vertical. Reporting regularly to executive leadership, the role involves monitoring key performance metrics, analysing financial and operational data to identify and resolve issues, and ensuring adherence to quality standards. The Director leads the implementation of best practices and drives continuous improvement; effective communication with stakeholders and budget management are also critical components. Given the strong financial dimension of the role, the Director is expected to bring a CFO-level command of financial performance management, business modelling, and risk management, combined with substantive experience in telecom service provider operations. Ultimately, the Director ensures the delivery of high-quality services and supports the company's business goals.

JOB RESPONSIBILITIES
  • Contribute to the creation and execution of strategies for improving shareholder value across the Group, translating network and service performance improvements into revenue growth and net profit gains.
  • Establish and track key performance indicators (KPIs) — including network availability, quality of service (QoS), customer experience (QoE), and churn — to meet quality standards and SLAs across business units.
  • Contribute to the overall growth of the Group by examining network, service, financial, and commercial performance data, identifying trends, issues, and areas for improvement across entities.
  • Oversee network capacity planning and demand forecasting to maintain optimal performance during peak and varying demand levels, proactively flagging capacity risks and coordinating scalable solutions with network operations teams.
  • Prepare and present detailed performance reports — covering network performance, service delivery, financial results, and commercial KPIs — to senior management, the Board, and other stakeholders.
  • Lead digital performance transformation by continuously enhancing performance processes, network operations methodologies, and OSS/BSS systems and tools, while optimising costs across the Group.
  • Liaise with internal departments — including finance, network operations, customer experience, commercial, and IT — as well as local partners and stakeholders Group-wide to align on performance objectives and resolve service issues.
  • Oversee the budget for performance-related initiatives, applying CFO-level financial rigour to ensure cost-effective solutions and resource optimisation.
  • Analyse market trends, competitor network and service offerings, and customer behaviour to identify opportunities and risks, and to secure business continuity for the Group.
  • Partner with the Finance function on financial modelling, budgeting, and risk management matters affecting Group performance.
JOB KNOWLEDGE & SKILLS
  • Financial Management & CFO Expertise (Mandatory): Demonstrated CFO-level financial management expertise, including financial modelling, budgeting, risk management, and IFRS-based reporting.
  • Performance Analytics & Data Interpretation: Proficiency in analysing and interpreting Group-wide performance metrics and operational data.
  • Business Systems & Process Understanding: Strong understanding of business systems, protocols, and technologies across the Group.
  • Capacity Planning & Forecasting: Skills in forecasting, planning, and optimising operational capacity.
  • Stakeholder Reporting & Communication: Excellent skills in reporting performance and financial insights to stakeholders, senior management, and the Board.
  • Regulatory Compliance & ERP/SAP Proficiency: Understanding of industry standards and regulatory requirements, supported by ERP knowledge, preferably SAP functional skills.
JOB EXPERIENCE
  • CFO background (Mandatory): Prior experience as a Chief Financial Officer or in a senior finance leadership role, with a demonstrated track record of driving performance through financial management, business modelling, and risk management.
  • Telecom Service Provider experience (Mandatory): Minimum 15 years of progressive experience within telecom service providers (mobile and/or fixed network operators), with exposure to performance management, network operations, finance, or service quality functions in fast-evolving digital markets. Experience limited to mobile device/handset manufacturers or vendors does not meet this requirement.
  • Russian language (Mandatory): Fluency in Russian, in addition to English, to operate effectively across CIS and Central Asian markets.
  • At least 10 years in a senior management or leadership role, with a demonstrated track record of leading performance management, finance, business excellence, or network/service quality functions at a Group or multi-entity level, ideally including exposure to markets undergoing major digital transformation such as 5G rollout, cloud adoption, and cybersecurity enhancement.
  • Proven experience defining, cascading, and tracking KPIs and SLAs across multiple business units or operating companies; experience in Kazakhstan, Central Asia, or comparable emerging digital markets is a strong advantage.
  • Experience within diversified Holding company structures, overseeing performance across multiple business verticals or clusters, is a strong advantage (Preferred).
  • Professional accounting or finance qualification (e.g. CPA, CFA, ACCA) is an advantage.
EDUCATION
  • Master's degree in Business Administration, Finance, Economics, or a related field
  • Bachelor's Degree in Computer Science, Engineering, Economics, or a related field
