Overview

The Regional Program Procurement Manager reports to the Sr. Director of Supply Chain and contributes to the competitiveness and profitability of our programs by developing regional and local sourcing strategies through the best overall total cost solutions. The role involves deploying to sites to conduct phase-in and out activities for task orders, including training staff on the acquisition process and closing out files. The manager will collaborate with the Global Procurement Center and Strategic Sourcing to develop regional-local agreements that improve service through blanket purchase agreements, requirement contract agreements, and/or IDIQ contracts. Responsibilities include providing direct support to the program, acting as the liaison for Supply Chain to task orders, conducting onsite meetings, expediting, and tracking deliveries. The position requires strong business acumen, proven cross-functional teamwork, experience with remote teams, and solid negotiation skills. Excellent communication and leadership skills are essential to interface with suppliers and subcontractors within assigned regions. Willingness to learn company procurement policies and self-educate beyond on-the-job training is expected.

Experience and Skills
  • Experience working with international companies unfamiliar with US Government prime contracts, with patience and coaching ability.
  • Ability to quickly process and analyze large data volumes; proficiency in Excel is essential.
  • Minimum of 10 years of experience in a business capacity.
  • Ability to work independently in a high-paced, demanding environment with minimal errors.
  • Flexibility to adjust priorities and handle new taskings with little notice.
  • Responsibility to protect V2X's legal and financial interests during discussions with customers and suppliers.
  • Support for internal and external audits and program support for internal and external customers.
  • Operate under the guidance of the Supply Chain organization and adhere to the Corporate Purchasing Manual.
Responsibilities
  1. Manage procurement actions and tasks for assigned areas.
  2. Qualify suppliers, issue RFPs, evaluate proposals, document cost and price analyses, and execute subcontracts with appropriate clauses, terms, and specifications, maintaining compliant files per FAR guidelines.
  3. Deploy to locations with short notice.
  4. Identify and develop business partners supporting the mission.
  5. Coordinate with other functional areas on startups and closeouts; prepare responses to customer correspondence and requests.
  6. Perform procurement activities related to materials and services purchase orders.
  7. Establish relationships with key vendors/subcontractors.
  8. Resolve vendor issues that could hinder performance or cause delays.
  9. Track and expedite material requests from the program.
  10. Procure items from local vendors using the company purchase card.
  11. Utilize specialized knowledge to solve lower complexity problems.
  12. Prioritize, schedule, organize, and complete work efficiently.
  13. Identify reliable suppliers and assist with onboarding in the company system.
  14. Perform other duties as assigned.
Qualifications
  • Education: BS/BA Degree required.
  • Experience:
    • At least 3 years in a professional business environment.
    • Preferably 2 years experience with contracts or subcontracts.
    • Desirable but not mandatory:
      • Experience working with US-based firms in Korea.
      • Experience managing contracts, subcontracts, or material purchases supporting US Government prime contracts.
