Qualifications

AtkinsRéalis is seeking an experienced Resident Engineer – Utility / Drainage Works to join our supervision team for a major infrastructure development project. The role is focused on managing and supervising all on-site construction activities related to utilities and drainage infrastructure, including surface water drainage systems, attenuation tanks, micro-tunnels, and utility relocation coordination. The successful candidate will bring a minimum of 15 years of overall experience, including at least 7 years of specific supervision experience in utility and drainage projects within Qatar.

Responsibilities:


  • Supervise the construction of stormwater drainage systems, foul sewer networks, water mains, telecommunications ducts, and utility corridors.


  • Review and approve contractors’ method statements, shop drawings, materials, and ITPs for all utility and drainage works.


  • Coordinate trenching, pipe laying, micro-tunneling, manhole construction, and reinstatement activities to ensure proper execution.


  • Monitor contractor’s performance and ensure compliance with project specifications, Ashghal’s utility guidelines, and local authority requirements.


  • Interface with utility authorities (Kahramaa, Ooredoo, QNBN, etc.) for NOCs, inspections, and connection approvals.


  • Identify and resolve clashes with existing utilities through coordination with the design team and contractor.


  • Prepare daily and weekly site progress reports, inspection logs, and issue non-conformance reports (NCRs) as required.


  • Ensure safe work practices, monitor environmental protection measures, and support HSE audits and toolbox talks.


  • Support final inspections, testing, commissioning, and close-out procedures for all utility systems.


Qualifications and Requirements:


  • Bachelor’s degree in civil/mechanical engineering (WHED-listed university).


  • Minimum 15 years total experience, with at least 7 years in road, infrastructure/ utility and drainage supervision projects.


  • Grade A Civil/Mechnical Engineer UPDA/MMUP certificate.


  • Preferred – Chartered Engineer or equivalent professional license.


  • Minium five years’ experience in Qatar.


  • GCC/Qatar infrastructure projects.


  • Excellent command of English (spoken and written).


  • Knowledge of Qatar standards, road material specs, QA/QC processes, and stakeholder coordination.


  • Familiar with document management systems , MS Office, AutoCAD (viewing), and site-related software.


Key Competencies:


  • Strong technical knowledge of utility infrastructure systems including surface water drainage, foul sewer, water supply, telecom, and electrical ducts.


  • Experience in trenchless technologies (e.g., micro-tunneling, HDD) and utility coordination.


  • Excellent understanding of Ashghal specifications and local authority requirements.


  • Effective stakeholder and interface management.


  • Strong leadership and decision-making under site constraints.


  • Detailed understanding of QA/QC and HSE requirements.


  • Accurate and timely reporting skills.
