Job Responsibilities
- Provide early warnings and highlight early intervention opportunities through reports and engagement with project teams to influence project outcomes.
- Maintain and update the Integrated Resource Planning system to plan resource requirements for assigned projects as per the Master Plans in Primavera.
- Develop and incorporate planning and scheduling requirements, progress measurement, and reporting instructions for compliance by bidders in the tender documents, including administration instructions and contract execution plans (Appendices D, G, H).
- Provide specific inputs to other appendices capturing scope of work, payment terms, LD milestones, and document review periods.
- Evaluate technical proposals of bidders as a key member of the technical evaluation team to ensure compliance with tender requirements, including schedule analysis, man-hour allocations, resource histograms, and progress measurement methodologies.
- Review, validate, and endorse contractor-submitted planning packages such as execution programs, recovery plans, resource plans, and progress reporting systems to ensure effective project control and contractual compliance.
- Monitor contractor performance, conduct time and progress variance analysis, and review/validate progress reports to ensure timely performance deviation reporting.
- Highlight areas of concern, suggest corrective actions, and conduct schedule risk analysis to anticipate unforeseen changes and quantify impacts and mitigation plans.
- Estimate progress for all contracts to calculate the value of work done monthly for service entry sheets (SES).
- Verify reported progress in coordination with stakeholders and provide schedule inputs and progress phasing for budget and AFE preparation, including variance analysis.
- Determine time impacts related to scope changes, change impact notes, and work change requests (WCR).
- Review and assess contractor extension of time (EoT) claims using international norms and time impact analysis processes.
- Participate in developing and implementing project planning procedures and work instructions.
Essential Skills and Knowledge
- B. Sc. or equivalent in an engineering discipline.
- Preferably certified PMP or equivalent.
- Minimum 15 years of experience in offshore project planning in oil & gas.
- Preferably at least 5 years of experience in national or international oil companies.
- Experience in project planning, scheduling, control, monitoring, forecasting, risk assessment, and claims analysis.
- High computer literacy with MS Office and project control software, including Primavera.
- Skills in Primavera Risk Analysis and Power BI are preferred.
- Work experience in the GCC is desirable.
- Strong analytical and reporting skills.
