Job description

GovCIO is currently hiring for a Civil Engineer SME. This position will be located in Doha, Qatar.

Responsibilities :

The successful candidate(s) will provide civil / structural engineering and construction project monitoring services to augment in-house capabilities for the AFCENT TSG. The Civil / Structural Engineering support includes cradle-to-grave functions for base engineering requirements, assessment, planning, project development, construction monitoring, and project closeout. Key support activities include:

  1. Review and analyze project plans and specifications for technical efficiency and adequacy.
  2. Monitor host nation funded projects, including new construction, renovation, and infrastructure improvements, ensuring compliance with all laws, codes, and standards.
  3. Develop project calculations, layouts, drawings, and specifications supporting project objectives and standards.
  4. Review conceptual studies and sketches, and monitor all project phases, maintaining current engineering data.
  5. Coordinate with AFCENT TSG engineers, operations personnel, and other U.S. Government entities to address safety, constructability, operability, and maintainability considerations.
  6. Perform investigations such as electrical power, water/wastewater systems, and HVAC testing.
  7. Monitor and report on projects involving roads, drainage, utilities, airfield runways, maintenance facilities, and more.
  8. Review as-built drawings post-construction and oversee project completion from start to finish, with no more than two missed inspections or reviews per month.
  9. Verify compliance with AFCENT TSG specifications and schedules, and assist in resolving code discrepancies.
  10. Utilize software tools such as Microsoft Office, AutoCAD, Microsoft Project, GIS, and engineering calculation packages to support engineering tasks.
  11. Advise on installation development and operational & maintenance functions to meet U.S. requirements.
  12. Ensure safety, health, and environmental standards are met, adhering to DoD, Air Force, and local codes and standards.
  13. Assist in base master planning and community planning initiatives, ensuring project compliance with the Site Master Plan (SMP).
  14. Prepare documentation and presentations, review and coordinate SMP updates, and evaluate siting requests for compatibility with existing structures and standards.
  15. Represent the AFCENT TSG in community planning meetings, conferences, and hearings, communicating effectively both orally and in writing.
  16. Monitor surveying services, ensuring data integration into GIS/AutoCAD databases, and verify geodetic control points.
  17. Maintain Government Furnished Property (GFP) and coordinate maintenance and calibration.
  18. Work with USACE and other agencies on special projects, attending meetings and inspections as required.
  19. Maintain process continuity, incorporate the most stringent US and Host Nation codes, and ensure standards are up-to-date.
Qualifications :
  • Bachelor's degree in Civil Engineering with 2-5 years of experience or equivalent.
  • Preferably licensed as a Civil Engineer.
  • Security clearance: Secret.
  • Proficient in civil design, including drawings, structural evaluations, and utilities design based on existing infrastructure.
  • Proficient in AutoCAD 2012 or later, capable of producing accurate facility and infrastructure plans.
  • Fluent in English (reading, writing, speaking, understanding).
  • Physically capable of deployment to CENTCOM AOR and traveling between sites up to 4 times per year.

Posted Pay Range :

The posted range reflects the expected starting salary, which may vary based on experience, skills, and other factors. The total compensation may include additional elements, discussed during hiring. This is an at-will position, with the possibility of salary modification.

Salary Range : USD $172,866.15 - USD $201,030.90 / Yr.
