AtkinsRéalis is seeking a highly experienced Senior Safety Engineer (HSE) to ensure all construction activities on a Roads & Infrastructure Project comply with the highest standards of health, safety, and environmental protection, as mandated by client and national regulations. The ideal candidate will lead all HSE efforts on-site, provide proactive risk assessments, monitor contractor compliance, and contribute to a zero-incident work culture.
This role requires a minimum of 10 years of professional experience, including at least 7 years in infrastructure or road construction safety supervision in Qatar.

Responsibilities:
Develop, implement, and monitor the HSE supervision plan and safety protocols for the project site.
Oversee contractor safety compliance and conduct regular inspections, audits, and toolbox talks.
Review and approve the contractor’s HSE plan, risk assessments, method statements, and emergency procedures.
Maintain incident and near-miss records, lead investigations, and recommend corrective and preventive actions.
Coordinate safety induction training for site staff and visitors and ensure PPE compliance across the project.
Monitor activities related to high-risk works (deep excavation, confined spaces, lifting operations, traffic management).
Ensure site safety signage, barricading, access controls, and emergency response procedures are implemented and effective.
Report weekly and monthly HSE metrics and KPIs in accordance with Ashghal’s reporting format.
Liaise with Ashghal HSE representatives and participate in client audits and walkthroughs.
Foster a safety-first culture by promoting awareness, ownership, and accountability across all stakeholders.
Qualifications and Requirements:
Bachelor's Degree in Engineering, Environmental Science, or Safety Management.
Minimum 10 years total experience, with at least 7 years in HSE supervision on roads/infrastructure construction sites.
NEBOSH IGC (mandatory); ISO 45001 Lead Auditor, OSHA, or equivalent (preferred)
UPDA certification is preferred.
Minium five years’ experience in Qatar.
GCC infrastructure projects.
Excellent command of English (spoken and written).
Knowledge of Qatar standards, road material specs, QA/QC processes, and stakeholder coordination.
Familiar with document management systems (DCS), MS Office, AutoCAD (viewing), and site-related software.

In-depth understanding of Qatar Construction Safety Standards (QCS), HSE policies, and ISO 45001.
Strong leadership in proactive safety culture development.
Incident investigation and root cause analysis expertise.
Clear and effective communication with multi-national workforces.
Ability to produce high-quality safety documentation and reports.
Proven track record of contributing to zero LTI projects.
