A leading company is seeking a COS3 Program Manager to oversee a significant security contract in Doha. The role involves managing personnel, ensuring compliance with security protocols, and maintaining communication with government officials. Candidates must have extensive experience in security operations and contract management, along with a relevant degree and active security clearance.
Serves as the COS3 Program Manager, overseeing all aspects of the contract including resource management, cost, schedule, performance, and risk management. Provides technical support to projects/tasks in accordance with contractual requirements and advises the DoS CARE Doha Leadership and oversight personnel on safety, security, and community order of the CARE Doha Platform.
Supervises the Deputy Program Manager (DPM), Community Order Commander, and Program Management Staff, ensuring performance standards, resource allocation, and reporting requirements are met. Manages employment of COS Staff, including officers and liaison personnel, across dispersed locations. Acts as the primary on-ground point-of-contact for the Department of State regarding program and project matters, and oversees financial management in line with budget guidelines.
Ensures optimal utilization of personnel, materials, funds, and facilities. Briefs senior clients and leadership on program status, achievements, and challenges.
Education / Certifications: An associate degree or higher in Business, Management, or related discipline is preferred. One year of related experience may substitute for one year of education. Must hold an ACTIVE Secret Clearance, be able to maintain it, and possess a One Badge. Must be a U.S. Citizen.
Specific Experience: Minimum of 15 years as a military officer or NCO (E-8 or above), or equivalent law enforcement/armed/unarmed security supervisory experience. Experience must include physical security, access control, force protection, and complex contract management supporting the US Government. At least 5 years supporting a large Afghan personnel population promoting rule of law. Extensive experience with V2X.
