Job description

Overview

Serves as the COS3 Program Manager, overseeing all aspects of the contract including resource management, cost, schedule, performance, and risk management. Provides technical support to projects/tasks in accordance with contractual requirements and advises the DoS CARE Doha Leadership and oversight personnel on safety, security, and community order of the CARE Doha Platform.

Supervises the Deputy Program Manager (DPM), Community Order Commander, and Program Management Staff, ensuring performance standards, resource allocation, and reporting requirements are met. Manages employment of COS Staff, including officers and liaison personnel, across dispersed locations. Acts as the primary on-ground point-of-contact for the Department of State regarding program and project matters, and oversees financial management in line with budget guidelines.

Ensures optimal utilization of personnel, materials, funds, and facilities. Briefs senior clients and leadership on program status, achievements, and challenges.

Responsibilities
  • Serves as Project Manager for a 140-person contract supporting the Department of State, providing security, explosive detection, emergency dispatch, and community order support for the CARE Doha Platform, including managing guard force operations daily under direction from the DoS PM and COR.
  • Oversees Command, Control, and Communication (C3) operations.
  • Plans, manages, and evaluates explosive detection canine operations.
  • Ensures all personnel comply with post and general orders.
  • Handles performance management, disciplinary actions, leave approvals, and manages property, equipment, vehicles, invoicing, and reporting for the program.
  • Conducts site inspections, develops security plans, and evaluates physical security practices, including entry controls and canine operations.
  • Maintains training and equipment budgets and facilitates communication between the government and V2X.
  • Supports anti-terrorism and force protection policies and procedures.
Qualifications

Education / Certifications: An associate degree or higher in Business, Management, or related discipline is preferred. One year of related experience may substitute for one year of education. Must hold an ACTIVE Secret Clearance, be able to maintain it, and possess a One Badge. Must be a U.S. Citizen.

Specific Experience: Minimum of 15 years as a military officer or NCO (E-8 or above), or equivalent law enforcement/armed/unarmed security supervisory experience. Experience must include physical security, access control, force protection, and complex contract management supporting the US Government. At least 5 years supporting a large Afghan personnel population promoting rule of law. Extensive experience with V2X.
