Overview:
We are looking to hire a Contracts Engineer for an oil and gas operator in Doha, Qatar.
Candidates must have a minimum of 10 years' experience in various stages of pre and post-contract administration/supply chain environment with at least 5 years' experience in the oil and gas industry. Fluency in English is a must.
Key Responsibilities:
Provide expertise and practical assistance to all assigned Sponsoring/End-user departments in all tendering/contractual matters from the inception of the project till close-out of contracts.
Efficient and effective implementation of the purchasing processes and undertaking the procurement of materials and equipment for Category purchasing groups from assigning of Purchase Requisition to delivery and payment to suppliers.
Review and advise at the inception of the project considering the best practice in tendering and contracting strategy.
Review and comment on the Scopes of Work/Services (SOW), and identify contractual gaps, unlimited liabilities, and impossible requirements.
Review and track the queries from Tenderers during the bidding phase.
Address various issues concerning deviations to General Conditions of the Contract.
Lead the Commercial evaluation, analyse the commercial proposal and prepare the Commercial Tabulation and Evaluation Report.
Coordinate with SD proactively after Commercial Evaluation Report & Award Plan submission for necessary inputs for the Letter of Acceptance of Tender and Award of Contract (LOA).
Administer all change management processes including reviewing and evaluating Users’ proposed changes and their contractual impact on the original Contract.
Critically evaluate and challenge the Contractor’s claims from contractual and commercial perspectives.
Ensure the Close-out process is initiated by SD in a timely manner.
Identify global trends in materials supply to facilitate the development of short, as well as long-term sourcing strategies and risk mitigation plans.
Participate in the creation of SLA and KPIs and implement and analyse performance reports.
Requirements:
BSc in Quantity Surveying/Engineering Discipline or equivalent.
Minimum 10 years' experience in various stages of pre and post-contract administration/supply chain environment with at least 5 years' experience in the oil and gas industry.
Possession of sound knowledge of contract law is desirable.
Proficient in the commercial and contractual aspects of pre-& post contract award administration.
Thorough understanding of engineering, procurement, and construction techniques.
Knowledge of incoterms and commercial implications.
Computer literate and able to use this knowledge for contract analysis, and evaluation of statistical data both historical and projected.
