Overview

mselect is looking to hire a Construction Supervisor (Electrical and Instrumentation) for a oil and gas operator in Doha, Qatar. Candidates must have a minimum of 12-15 years of relevant oil and gas industry experience in a similar role. Fluency in English is a must.

Key Responsibilities
  • Act as a construction site HSE Leader.
  • Supervise the EPIC Contractors during the execution of construction activities at construction site.
  • Reports to our client's Construction Lead / Head of Construction as applicable, all main issues & events at site, incl, HSE, Quality, Security, progress reporting, trends, etc and makes recommendations for improvement.
  • Participate in reviewing detailed design drawings, temporary works drawings, method statements, material requisitions, risk assessments, job hazard analyses’, etc. Act as a delegated document approver where required.
  • Co-ordinate mobilization of contractors on site.
  • Supervise and approve construction activities and co-ordinate various aspects of project construction and working drawings from contractors, and processing documentation as required.
  • Attend Requests for Inspections (RFIs) as per approved ITPs, including Material Receiving Inspections in coordination with Sr. Construction Supervisor, and sign off relevant inspection and test reports / RFIs.
  • Carryout daily checks on contractor's staff, equipment and work to ensure compliance with prescribed contractual specifications and HSE requirements.
  • Handle all aspects of Electrical/Instrument Construction activities including site investigations, site surveys, temporary electrical works/supplies, etc.
  • Earthing System and Lighting Protection works: supervise and manage installation and testing.
  • Lighting and Small Power works: manage and supervise installation of cable tray installation and Fire Alarm System cable laying and termination works.
  • Co-ordination of finalizing cable entries, cable routes, cable diversions etc.
  • Manage and supervise cable tray installation and Instrument Control & Power Cable laying and termination works.
  • Transformers, Bus Ducts and Switchgears: manage and supervise installation, terminations, Testing and Loop Checking.
  • Supervise cable splicing and testing works (HV experience is ).
  • Supervise Fiber Optic cable installation and splicing works.
  • CCTV, Telecom works: manage and supervise installation of cable tray installation, cable laying, apparatus installation, termination works and testing.
  • Supervise installation of Fire Alarm Control Panels, Repeater Panels and Mimic Panels.
  • Supervise installation and Testing of UPS System.
  • Supervise installation of Control Junction Boxes and Panels.
  • Supervise installation and testing of Cathodic Protection systems
  • Good knowledge in reading and understanding Equipment Layout drawings.
  • Coordinates own discipline works with other Construction Supervisors, QA/QC inspectors (Mech. / Elect. / Instrument, etc) and HSE Supervisors to manage the overall safe execution of site activities in accordance with the project schedule.
  • Cable termination, testing and Loop checking.
  • Witness SAT & pre-commissioning activities for equipment.
  • Maintain a daily record of progress (daily diary) noting special comments. Reports to Construction Lead / Head of Construction work anomalies or contractual deviations committed by contractor personnel and recommends corrective actions.
  • Act as a work permit approver on behalf of our client and ensures contractors compliance with the agreed conditions stated on the approved work permits.
  • Leads MC walkdown of E&I systems.
  • Prepare Punch list for finished work prior to hand over to our client by contractor by paying special attention to all EHV equipment including Quality checks.
  • Participate in development of as-built drawings/documentation.
  • Liaise and report with the QA/QC Inspector on quality related matters.
Requirements
  • Bachelor’s Degree or Diploma in Electrical/Electronic Engineering from an internationally recognized University.
  • Preferably having formal training in QA/QC functional aspects.
  • Candidate should have a minimum of 12 to 15 years overall E&I construction experience in onshore oil and gas project.
  • In addition, the candidate shall have specific stated experiences in;
  • Greenfield/new build construction sites,
  • Brownfield/live process plants,
  • Permits to work, incl Isolation & Lock Out/Tag Out of live services,
  • Tie-in to live facilities, including testing and integration to existing systems,
  • Construction of new sub-stations & control rooms, incl building E&I services,
  • Stage Inspection and Testing of Construction activities as per approved ITPs
  • SAT Testing of electrical and/or Instrument / control systems,
  • Cathodic Protection Installation (UG/AG Pipes, Tanks, etc.), Test and Pre-commissioning.
  • Experience with High Voltage (HV) electrical systems is .
  • A minimum of 10 years’ experience as an EPIC Contractor, including recent positions held to the level of Superintendent. An additional 5 years’ experience as a client or PMC superintendent / Snr Supervisor is .
  • Current experience in State of Qatar industrial cities and/or other GCC countries is .
  • Familiar with international Codes, Standards and regulations relevant to the job function (e.g. QCS, ACI, AISC, BS / EN / ISO / ASTM standards, Shell DEP etc.).
  • Must have good verbal and written communication skills to interface and communicate with internal and external Departments, Agencies, Contractors and Vendors.
  • Proficient knowledge of computer software (MSOffice, Outlook, Excel, Words, PDF, Power Point, etc) and engineering software applications relevant to the discipline.
