Job summary

Airswift is seeking a Commissioning Coordinator (Electrical) for Qatar Offshore to lead pre-commissioning and commissioning activities on offshore facilities. The role requires extensive experience in oil & gas projects, coordinating contractors, managing e-PTW processes, and ensuring readiness for start-up.

The successful candidate will act as focal point on site, supervise procedures, review plans and schedules, support HSEQ compliance, and develop handover certificates to facilitate project

Qualifications

• 10+ years in pre-commissioning and commissioning in oil & gas.
• Exposure to commissioning databases and readiness software.
• Understanding of commissioning for mechanical, electrical, instrumentation and telecom.
• Strong commissioning management and communication skills.

Responsibilities

• Function as focal point for supervising pre-commissioning and commissioning works by contractors offshore.
• Represent on board facilities for project-related commissioning activities.
• Prepare and ensure compliance with all e-PTW requirements.
• Attend daily planning meetings with Asset Holder and report progress.
• Coordinate with HSEQ for surveillance and compliance during works.
• Witness and coordinate punch-list clearance and commissioning activities.
• Provide daily progress reports to Head of Commissioning and Project Team.
• Schedule vendor visits and on-job training for critical equipment.
• Support local development by training Qatari nationals.

COMMISSIONING COORDINATOR (ELECTRICAL) - Qatar Offshore

• Diploma/Degree in relevant engineering Discipline with extensive commissioning of offshore oil and gas facilities with exposure to construction activities.

Experience

• A minimum of ten (10) years’ experience in pre-commissioning and commissioning activities in projects of oil & gas industry.
• Exposure to commissioning database Commissioning & Operational Readiness Software and Specifications.
• Understanding of commissioning for various types of work. - Mechanical/Elec/Instrumentation/Telecom.
• Good skills in commissioning management, effective communication, conflict resolution.

Primary Duties and Responsibilities

• To function as Focal Point for supervision of project related pre-commissioning and commissioning works executed by contractors/their sub-contractors at facilities/contractor marine spread at offshore locations, in accordance with e-PTW requirements.
• Representative on board client facilities/contractor marine spread at offshore locations responsible for the project related pre-commissioning and commissioning activities.
• Prepare required work permits as permit applicant and ensure all stipulated e-PTW system requirements are adhered by contractor personnel for execution of identified work.
• Attend daily meeting with the Asset Holder for planning of works and reporting of progress/constraints.
• Laisse with PO HSEQ personnel for the required surveillance of construction/installation /commissioning works to ensure works are being carried out in line with approved HSEQ procedures.
• Coordinate with the contractor representative for movement of personnel and material for execution of work as per agreed schedule.
• Review contractor’s pre-commissioning and commissioning plans / schedules / procedures / JSAs.
• Monitor pre-commissioning and commissioning activities to ensure works are in line with approved procedures and AFC drawings.
• Inspect the completed work for mechanical completion and identified punch list items to start the pre commissioning activities.
• Coordinate with construction supervisors for clearance of punch list items and witness required pre-commissioning and commissioning activities.
• Provide daily Progress report of the activities to Head Commissioning and Logistics and Project Team as per identified distribution matrix.
• Scheduling and coordinating with Operations Representatives to witness site acceptance tests, loop checks etc. as per commissioning plan.
• Develop planning of the commissioning activities and ensure its implementation as per the approved commissioning plan and project schedule.
• Detail the activities into required systems and subsystems to facilitate commissioning and start up.
• Develop and arrange for approval of all commissioning handover checklists and certificates and coordinate with Contractor/Vendors to solve system/equipment performance problems.
• Work closely with project Construction Team, End User and Contractor to coordinate punch listing activities from beginning to end of the commissioning process including clearance and close out.
• Coordinate schedule for vendors’ presence/visits at site(s), on-job training to assist in the commissioning of critical equipment and processes.
• Support Qatari development activities by ensuring that Qatari Nationals receive the proper job training and development in order to realize the full potential for local talents and maximize contribution to project success.
