Job description

We are working with a national operator to source a Buyer. This is a long-term contract role working on a residential basis. Please see details below.

Title: Buyer
Start Date: ASAP (typically within 1 month notice)
Location: Doha Onshore
Working Schedule: 5 days per week / 8-9 hours per day or as per project requirements.

--Experience Required--
Key Job Accountabilities
• Responsible for determining most suited purchasing strategies for assigned Purchasing Categories to address User Department requirements in support of Oil and Gas Operations. Prepare tender plans to ensure uninterrupted supply of materials/equipment.
• Review the completeness of material requirements and challenge User Departments if material descriptions and associated data (quantities and estimates) are not consistent with client policies and pose risks of not meeting the broad supply chain objectives of price, delivery and quality.
• Maintain a high level of compliance to client’s Ethics Policy and, as single point of contact in purchasing initiatives during internal and external interaction, ensure strict confidentiality in all contractual matters.
• Conduct cost estimation exercises and identify global trends in materials supply to facilitate development of short-, as well as long-term sourcing strategies and risk mitigation plans.
• Lead technical and commercial evaluation review teams for assigned Purchasing Categories and determine the award within financial threshold and prepare award recommendation. Ensure that procurement activities are conducted in full compliance with client’s Regulations, Policies, Procedures, and Standards.
• Propose negotiation strategies for equipment and materials and actively participate in the negotiation process to achieve best value and commercial terms and conditions.
• Apply sense of urgency, prioritize work and upkeep close liaison with User Departments with the intent to ensure un-interrupted supply of materials for Oil and Gas Operations under normal, as well as invoked emergency conditions.
• Participate in creation of SLA and KPI's, and implement and analyze performance reports. Monitor key deliverables in order execution, such as administration of bonds/guarantees, progress payments and expedite delivery for emergency, critical and high value requirements for Oil and Gas Operations.
• Assist in expediting deliveries and recommend mode of transportation. Evaluate post award technical and contractual disputes/claims with suppliers to determine client’s position and propose resolution. Ensure that the financial and operational risks are appropriately addressed in dispute/claim resolution process. Assess Liquidated Damages and resolve associated disputes and claims.
• Support mentoring of new staff, with emphasis on Qatari development. Implement the Corporate HSE programs/guidelines in business processes to ensure the efficient management of associated HSE risks.

--Minimum Requirements--
Qualifications
• University degree in Engineering in a major Engineering discipline.
• Membership of international supply chain institutes is desirable.

Knowledge and Key Skills
• Minimum of 8 years experience in purchasing of equipment and materials, preferably in an Oil and Gas environment, of which at least 4 years in a supervisory capacity.
• Knowledge of technical specifications, international standards and manufacturers for Oilfield engineered equipment and materials.
• Knowledge of Incoterms and commercial implications is required.
• Knowledge of commercial and contractual aspects of supply chain in the Oil and Gas/ Petrochemical industry
• Knowledge of QMS requirements under ISO-9000-2008 is desirable.
• Fluency in verbal and written English.
• Proficient in MS Office suite, especially MS Word and MS Excel applications. Knowledge of SAP.
