Job summary

Qatar Foundation seeks a senior Program and Project Manager to lead planning, budgeting, and governance for multiple programs. You will define objectives, deliverables, KPIs, and ensure compliance with risk controls while aligning with strategic goals.

The role requires 8–10 years of experience, a Bachelor’s in a relevant field, and strong PM skills; PMP is desirable. International experience, preferably in the Middle East, and excellent stakeholder management and writing abilities are essential.

Qualifications

• Bachelor's degree in a relevant field such as Business Administration, Engineering, or Technology.
• 8-10 years of full-time work experience, with at least 3 years in a supervisory role.
• Knowledge of project management methodologies; PMP or equivalent certification desirable.
• International experience, ideally in the Middle East.
• Strong analytical, planning, and multi-priority management skills.
• Excellent written communication; Arabic is an advantage; MS Office proficiency.

Responsibilities

• Plan and manage annual planning and budgeting for programs with KPIs.
• Develop program frameworks and annual project plans, incorporating lessons learned.

• Resolve tendering and contract issues to support financial discipline.
• Lead periodic review of processes for efficiency improvements.
• Manage cost, schedule, and performance to align with baselines.
• Suggest scope, schedule, budget changes per governance.
• Maintain collaborative relationships across entities for aligned delivery.
• Contribute to divisional plans and collaborate with CD Centres.
• Establish review mechanisms to ensure on-time and on-budget delivery.
• Evaluate project approaches to assess value delivered.
• Handle other tasks as assigned.

Job description

Key Result Areas:

• Manage annual planning and budgeting activities for assigned programs and projects, defining objectives, deliverables, and KPIs to support target achievement while ensuring compliance with applicable risk and governance requirements.
• Plan and develop program frameworks and annual project plans, incorporating lessons learned and knowledge transfer to improve delivery effectiveness.
• Review and guide program-related analysis and assessments to support the improvement and repositioning of existing programs in line with organizational goals.
• Manage project budget development, review and control expenditures within delegated authority, and facilitate resolution of tendering and contract-related issues to support financial discipline.
• Lead the periodic review of program processes and procedures to identify opportunities for improved efficiency and effectiveness.
• Manage the cost, schedule, and performance of assigned projects and programs to ensure scope alignment and delivery against approved baselines. Review and recommend changes to scope, schedule, and budget baselines, in line with established governance and approval processes.
• Establish and maintain collaborative working relationships across relevant entities to support aligned program delivery and mutually beneficial outcomes.
• Contribute to the development of divisional plans and priorities and facilitate collaboration with relevant CD Centres as required.
• Establish and implement review mechanisms to ensure project work is delivered within cost, time, and quality requirements.
• Evaluate project approaches to ensure alignment with business needs and assess the value delivered through project outcomes.
• Other reasonable tasks as assigned by supervisor.

Minimum Knowledge, Skills & Experience:

• Bachelor's degree in a relevant field, such as Business Administration, Engineering, or Technology
• 8-10 years of relevant full-time work experience, 3 of which is at a supervisory level
• Strong knowledge of project management methodologies; professional certification such as PMP or equivalent is desirable
• International experience, preferably in the Middle East, is an advantage
• Excellent analytical, planning, and project management skills, with the ability to manage multiple priorities and deadlines effectively
• Strong stakeholder management, interpersonal, negotiation, teamwork, and presentation skills
• Good financial and budget management awareness relevant to project and program delivery
• Excellent writing skills, with the ability to draft and edit official documents and communicate clearly and concisely; Arabic proficiency is an advantage
• Proficiency in MS Office applications; knowledge of relevant technologies, platforms, and systems, including MS SharePoint, is preferred
