Based in Warsaw, Poland, the European Border and Coast Guard Agency (Frontex) continues to expand its workforce to meet increasing operational demands.
In this context, Frοntex is currently looking for Senior Capability Officers. Reporting to the respective Head of Unit, the appointed officers will be responsible for the following tasks:
- Contributing to the achievement of the objectives of the Strategy, Planning and Coordination Unit.
- Supporting the implementation of the Technical and Operational Strategy for European Integrated Border Management (TO-EIBM).
- Preparing reports, briefings, policy papers and strategic documents for senior management.
- Liaising with Member States, EU institutions and relevant stakeholders.
- Representing the Agency in meetings, workshops and working groups as required.
- Contributing to continuous improvement of planning, governance and quality management processes.
Additional areas of responsibility specific for the Capability Planning profile:
- Contributing to the development, implementation and review of the Agency’s strategic planning and capability development frameworks, including the Technical and Operational Strategy for European Integrated Border Management, the Capability Roadmap and related multiannual planning processes.
- Supporting the preparation, coordination and monitoring of strategic planning documents related to capability development, including multiannual capability plans and programming documents.
- Identifying, analysing and assessing capability requirements and planning priorities together with Member States and Agency stakeholders.
- Contributing to Capability Development Planning (CDP), National Capability Development Plans (NCDPs) and related capability planning processes.
- Providing analytical inputs supporting capability development, sustainability and through-life capability management.
- Providing expertise on planning methodologies, capability development processes and quality management.
Additional areas of responsibility specific for the Legal and Governance profile:
- Providing legal advice to the Capabilities Directorate on the interpretation and application of the Agency’s legal framework and other relevant EU legislation affecting the Directorate’s activities.
- Analysing legal risks and identify legally sound solutions to support strategic, operational and organisational decision-making within the Directorate.
- Interpreting and advise on key legislative and regulatory frameworks, including the EBCG Regulation, Staff Regulations, Financial Regulation, Data Protection legislation, Public Access to Documents rules, and other relevant areas of EU law.
- Drafting, reviewing and providing legal quality assurance for Executive Director Decisions, Management Board documents, internal policies, implementing rules, administrative arrangements and other legal or governance instruments.
- Ensuring the legal consistency and robustness of strategic, operational and organisational documents prepared within the Directorate.
- Providing legal support on specialised matters relevant to the Directorate’s activities, including, where applicable, the law of the sea, aviation law, space-related legislation, artificial intelligence and other emerging legal fields.
- Preparing legal opinions, briefing notes, speaking points and legal assessments for senior management.
- Liaising with the Legal Affairs Unit, Human Resources and other Agency entities to ensure coherent legal interpretation and consistent application of the Agency’s legal framework.
- Contributing to the development and review of internal policies, governance frameworks and organisational procedures from a legal perspective.
- Representing the Directorate in internal and external meetings, working groups and expert networks dealing with legal and regulatory matters.
