Opportunity (Part-Time): Open-Source Intelligence (OSINT) Subject Matter Expert (SME)
Overview
Hoplite Group is seeking an experienced OSINT SME to support a multi-phase curriculum development for a U.S. Government program building capacity for a partner nation. This role will focus exclusively on OSINT expertise advising on curriculum content, validating course materials, and mentoring faculty to ensure training is operationally relevant and meets NATO and U.S.-aligned standards.
Location
Remote support (CONUS) and OCONUS travel for in-person foreign engagements as part of a US Government team.
Level of Effort
- Months of remote engagement: 20 hours/month for remote prep and support.
- Per quarter (estimated) engagement in partner nation: 100 hours/month for travel and in-person delivery.
- Next travel forward to partner nation engagement: 26-30 October 2025.
Availability
Immediate for remote support and first trip forward 26-30 October 2025.
Objective
To provide expert-level OSINT advisory support to the development and delivery of a comprehensive OSINT training program. The SME will translate complex OSINT concepts into clear, teachable material and ensure the curriculum aligns with NATO and U.S. intelligence standards.
Responsibilities
- Advise on curriculum content and validate course materials to ensure operational relevance and standards alignment.
- Mentor faculty to ensure training is instructional and applicable.
- Translate complex OSINT concepts into clear, teachable instructional materials.
- Contribute to curriculum content development, curriculum review and validation, and pilot course advising; provide feedback and improvement recommendations.
- Create and update training modules, courses, and certification programs aligned with mission needs.
- Apply ADDIE instructional design principles in developing OSINT training and assessments.
- Integrate best practices for individual and collective OSINT training and analytical skill progression; measure effectiveness and propose adjustments; align with NATO and/or U.S. standards.
- Collaborate with US and international stakeholders using in-person and virtual facilitation to align training with operational priorities.
Required Qualifications
- Minimum of 5-7 years of dedicated experience in collecting, analyzing, and reporting on open-source information in an intelligence, law enforcement, cybersecurity, or national security context.
- Proven proficiency with a wide range of OSINT tools, techniques, and methodologies (e.g., advanced search, SOCMINT, GEOINT from open sources, Dark/Deep Web, data analysis, OPSEC, attribution management).
- Experience translating complex OSINT concepts into clear, teachable, and actionable instructional content.
- Experience developing OSINT training including curriculum content development, curriculum review and validation, and pilot course advising; ability to provide feedback and improvement recommendations.
- Ability to create and update training modules, courses, and certification programs aligned with mission needs.
- Experience with the ADDIE model of instructional design is required.
- Experience integrating best practices in OSINT training and analytical skill progression; familiarity with NATO and/or U.S. standards for intelligence and training.
- Experience working with US and international stakeholders using in-person and virtual facilitation to align training and priorities.
Certifications & Education
- Qualification as a Military Instructor or equivalent certification.
- Relevant OSINT certifications (e.g., GIAC GOSI, SANS SEC497, or equivalent military/government OSINT courses).
- Bachelor’s degree in Intelligence Studies, Cybersecurity, Computer Science, or National Security.
- U.S. Department of Defense Secret Security Clearance Required.
