Job summary

Bechtel is seeking an Ethics & Compliance Specialist/Manager to act as the on-site lead for the Poland AP-1000 project. You will manage investigations, intake processes, and training programs to uphold Bechtel’s compliance standards on a major nuclear EPC initiative.

You will collaborate with legal and project leadership, ensure proper documentation, and support data-driven risk management across a multinational workforce in Poland.

Qualifications

• Requires bachelor’s degree and 10–13 years of relevant experience or 14–17 years total.
• In-depth knowledge of Ethics & Compliance disciplines; familiarity with Polish and EU law and regulatory frameworks.
• Strong written and verbal communication skills; ability to identify trends and provide proactive guidance.

Responsibilities

• Lead, conduct, and oversee Ethics & Compliance investigations from intake to closure in line with project policies and regulations.
• Develop investigation plans, collect evidence, review documents, interview employees and witnesses.
• Ensure investigations are prompt, objective, well-documented, and risk-aligned with defensible findings.
• Coordinate with project legal and functional leadership on complex or high-risk cases.
• Document findings in approved case management systems and ensure proper recordkeeping.
• Manage employee intakes, helpline follow-ups, and provide daily guidance on ethics matters for staff and managers.
• Deliver onboarding and recurrent training on ethics topics and promote a speak-up culture.
• Monitor helpline activity and trends; prepare summaries and reports for leadership.

Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long‑lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Ethics & Compliance Specialist/Manager serves as the primary onsite functional representative for the Poland AP-1000 project, providing local leadership, daily coordination, and execution of Ethics & Compliance activity. This includes employee intakes, consultations, investigations, training, trend analysis, and program implementation in alignment with Bechtel and Poland AP-1000 Project policies, applicable Polish law, EU regulatory frameworks, and contractual requirements. The Manager strengthens ethical culture, ensures timely and consistent handling of concerns, and supports project execution across a rapidly growing, multinational workforce.

Major Responsibilities:

Investigations, Intakes, and COIs

• Lead, conduct, and/or oversee Ethics & Compliance investigations from initial intake through formal closure, in compliance with Bechtel and Poland AP-1000 Project policies, applicable Polish/EU regulations, disclosure obligations under contract.
• Develop and execute investigation plans, including evidence collection, document review, site observation, and interviews of employees, supervisors, and witnesses.
• Ensure investigations are prompt, objective, well‑documented, and risk‑aligned, with clear and defensible findings.
• Coordinate with Functional leadership and Project Legal on complex, sensitive, or high‑risk cases, including those involving retaliation, Nuclear Safety Culture/Safety Conscious Work Environment principles, potential regulatory reporting, or customer interfaces.
• Document findings in approved case management systems, ensuring proper recordkeeping, classification, and closeout.
• Support intake and review of Conflict of Interest (COI) disclosures to ensure accurate reporting and alignment with applicable policies and customer requirements.
• Communicate outcomes to appropriate stakeholders with discretion and adherence to confidentiality protocols.

Ethics & Compliance Program Execution and Case Management

• Primary onsite Ethics & Compliance point of contact for employees and managers at Poland AP-1000 Project locations.
• Manage employee intakes, helpline follow‑ups, and general concerns; provide daily consultative guidance, direction, and decision support on Ethics & Compliance matters for supervisors, employees, and project teams.
• Support contract‑related requirements, including engagement with customer representatives and disclosure‑related activities as applicable.

Training, Awareness, and Culture Programs

• Deliver onboarding and recurrent training on Ethics & Compliance topics including Code of Conduct, speak‑up principles, reporting expectations, and project‑specific compliance requirements (e.g., Polish/EU requirements).
• Promote ongoing awareness of Bechtel's expectations around ethics, integrity, and raising concerns; support a strong speak‑up culture.

Other Major Responsibilities:

Data Monitoring, Reporting, and Trend Analysis

• Monitor helpline activity, whistleblower (sygnalist) mailbox, and local concern intake trends for Poland AP-1000 Project sites.
• Perform data analysis, identify emerging issues or hotspots, and prepare summaries and reports for local and functional leadership.

Project‑Specific and Functional Support

• Support functional‑level communication, training, and program initiatives for the broader Ethics & Compliance community.
• Serve as onsite representative for Ethics & Compliance leadership, representing the function in audits, assessments, and corrective action planning.
• Provide targeted Ethics & Compliance support to Poland AP-1000 Project activities as required, including casework, assessments, and leadership coordination.

Workforce Engagement

• Maintain visible, accessible presence within the Poland AP-1000 Project workforce to encourage open communication and early reporting of concerns.
• Build trust across employee populations through regular floor presence, participation in site engagement activities, and proactive outreach.

Education and Experience Requirements:

• Requires bachelor’s degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

Required Knowledge and Skills:

• In‑depth knowledge of Ethics & Compliance disciplines; familiarity with Polish and EU law and regulatory frameworks; ability to navigate customer organizational structures.
• Demonstrated leadership and supervisory experience, including ability to self‑direct daily work.
• Strong written and verbal communication skills, ability to identify trends and recommend proactive strategies.
• Experience leading investigations, conducting interviews, evaluating evidence, writing formal findings, analysing data, and converting findings into actionable insights.
• Ability to work in the office 5 days a week and travel to Poland AP-1000 Project offices and work locations as needed.
• Proficiency with Microsoft 365, case management platforms, and data systems.
• Preferred knowledge of Bechtel policies, structure, and business strategy, and how Ethics & Compliance supports project execution.
