Background

CHIP has received funding from GAVI to implement a project focused on “Reaching Unreached Children” with the goal of improving immunization coverage through enhanced demand generation strategies in the province of Khyber Pakhtunkhwa (KPK).

As part of this initiative, CHIP is organizing a 3-day Training of Trainers (ToT) aimed at building the capacity of key stakeholders and project staff. The objective of this ToT is to equip participants with the necessary skills and knowledge to further train and support frontline health workers particularly vaccinators and Lady Health Visitors (LHVs) in targeted districts including Peshawar, Khyber, Bannu, Lakki Marwat, and Dera Ismail Khan.

The ToT will focus on strengthening participants’ understanding and application of Interpersonal Communication (IPC), Advocacy, Communication, and Social Mobilization (ACSM). These components are critical for improving community engagement, addressing vaccine hesitancy, and ultimately increasing the uptake of routine immunization services.

By enhancing the capacities of those involved in health service delivery at the Union Council (UC) level, this training aims to ensure more effective communication between health workers and communities thereby promoting positive behavior change and improving overall health outcomes for children in underserved areas.

2. Objective of the Assignment

The main objective of this consultancy is to design, facilitate, and document a comprehensive ToT on IPC, Advocacy, Communication, and Social Mobilization for identified service providers and partners, ensuring that participants are equipped to cascade the training within their respective UCs.

3. Scope of Work

The consultant will be responsible for:

  • Reviewing relevant training materials, government guidelines, and organizational strategies.
  • Designing a ToT curriculum tailored to the needs of vaccinators, LHVs, and other stakeholders at UC level.
  • Developing training materials, handouts, and tools in user-friendly formats.
  • Facilitating the ToT sessions for selected participants.
  • Incorporating practical exercises, role plays, and real-life case scenarios to enhance learning.
  • Conducting a pre- and post-training assessment to measure knowledge and skills gained.
  • Preparing a final report with recommendations for follow-up and scaling.

The consultant is expected to deliver the following:

  • Inception Report outlining understanding of the assignment, methodology, and timeline.
  • Training Curriculum and Materials (including facilitator guide, participant handouts, PowerPoint slides).
  • Conduct of ToT Sessions (in-person or hybrid as agreed).
  • Training Report including participant feedback, pre- and post-assessment results, and recommendations.
6. Required Qualifications and Experience
  • Master’s degree in Public Health, Social Sciences, Communication, or a related field.
  • At least 7 years of experience in training facilitation, especially in IPC and ACSM.
  • Proven experience in developing training content for healthcare professionals.
  • Strong facilitation, communication, and report‑writing skills.
  • Familiarity with the local health system and community‑based service delivery models.
9. Payment Terms

Payments will be made in installments based on satisfactory completion of deliverables:

  • 50% upon signing of Agreement
  • 50% on submission of Training report final
