DAI seeks senior experts for an EU-funded project in Pakistan to strengthen Commercial Dispute Resolution (CDR) mechanisms in Sindh and Punjab. The role focuses on legal reform, regulatory improvement, and capacity building for judicial and ADR institutions, with emphasis on English language proficiency and strong drafting skills.

The candidates should have extensive experience in commercial justice reform, capacity building, and policy dialogue, with a preference for those having EU project

Qualifications

• Master’s degree in Law, Public Policy, Economics, Business Administration or a Bachelor degree with at least 15 years of general professional experience.
• Excellent command of English.
• Strong legal drafting and report writing skills.
• Working knowledge of Urdu would be an advantage.

DAI is currently pre-positioning for an upcoming EU funded project in Pakistan aimed at strengthening of the rule of law in Pakistan by enhancing Commercial Dispute Resolution (CDR) mechanisms in Sindh and Punjab as a pre-condition for attracting Global Gateway investments, in particular by improving the regulatory and institutional environment for CDR, strengthening the capacities of judicial institutions, legal professionals and ADR centres, and increasing the awareness and use of mediation and arbitration among businesses, SMEs and regulatory bodies.

In this respect, we welcome applications & CVs from international and local experts with the following qualifications and experience:

Qualifications and skills

• Master’s degree in the fields of Law, Public Policy, Economics, Business Administration or a Bachelor degree with at least 15 years of general professional experience in one or more of the areas specified under General professional experience below;
• Excellent command of English;
• Strong legal drafting and report writing skills;
• Working knowledge of Urdu would be an advantage.

General professional experience

• Minimum 12 years of experience in one or more of the following areas: a) commercial justice and court reform; b) commercial law and commercial dispute resolution; c) mediation practice; d) business regulatory reform and the business enabling environment; e) improving the investment climate; f) legal and institutional reform in the justice sector; g) court administration and case management reform; h) institutional development of courts, judicial bodies or ADR centres; i) judicial referral systems and court-annexed mediation; j) re-engineering of justice sector processes;
• Minimum 6 years of experience in managing / implementing development cooperation programmes, preferably EU funded;
• Minimum 3 years of proven experience as Team Leader or in another management position in technical assistance projects/programmes/initiatives in development cooperation (for the Team Leader position).

Specific professional experience

• Minimum 8 years of experience designing or implementing commercial dispute resolution reform in emerging or developing economies, covering at least two of the following: court-annexed mediation, arbitration institutions, commercial courts or benches, ADR legislation and regulatory frameworks;
• Minimum 5 years of experience in policy dialogue at senior level with judiciaries, ministries of law and justice, regulators or business federations;
• Minimum 3 years of experience in capacity building / training / professional development of lawyers / judges / mediators / arbitrators;
• Minimum 3 years of proven experience of working on projects/programmes funded by the EU;
• Minimum 3 years of proven experience of working in development cooperation projects in Pakistan and/or other common-law jurisdictions in South Asia would be a strong advantage;
• Experience of reform in federal systems with provincial variation in laws, courts and regulators would be a strong advantage;
• Experience of engaging EU investors or business networks in the context of Global Gateway or comparable investment initiatives would be an advantage.
