Job summary

UNICEF Pakistan seeks an experienced Individual consultant to conduct the 2026 learning needs assessment, aligning with the organization's learning and development strategy. The role focuses on reviewing the current plan, performing gap analyses, and recommending pillars for capacity building under the guidance of the Chief of People & Culture.

Qualifications

• At least 7 years of experience in learning and development, needs assessment, OD, HR, or capacity building.
• Experience in international organizations or UN organizations preferred.
• Familiarity with UNICEF policies and procedures is an asset.

Responsibilities

• Review the existing learning plan and conduct an internal learning gap analysis.
• Identify priority learning needs across the Pakistan Country Office and develop key pillars.
• Recommend targeted interventions, priorities, and capacity-building strategies.
• Ensure recommendations align with UNICEF strategy, LDC guidelines, and country office learning plan.
