Job summary

Pakistan Centre for Philanthropy in Pakistan is seeking a Senior Manager for Finance, Operations & Compliance – TOR. The role provides strategic leadership for financial management, internal controls, donor compliance, risk management, and statutory requirements, ensuring transparent utilization of resources.

The position covers budgeting, reporting, grant budgeting, donor proposals, procurement, logistics, HR, and capacity building across finance and logistics functions.

Responsibilities

• Provide oversight of budgeting, forecasting, and financial planning.
• Review monthly, quarterly, and annual financial reports.
• Monitor budget utilization and advise management on corrective actions.
• Support grant budgeting and donor proposal development.
• Ensure compliance with donor regulations, NGO policies, and local laws.
• Monitor internal control systems and recommend improvements.
• Lead compliance assessments and risk reviews.
• Support implementation of audit recommendations.
• Coordinate external and internal audits.
• Review donor financial reports before submission.
• Ensure accurate maintenance of financial records and documentation.
• Mentor finance staff and strengthen financial management capacity.
• Conduct compliance and financial management training.
• Monthly financial analysis reports.
• Compliance monitoring reports.
• Audit action plans and follow-up reports.
• Financial risk assessments and provide recommendations for system strengthening
• Finalize Salary Grids
• Finalize staff rules and regulations
• Finalize code of conduct
• Ensure KMW project all documents and filing completed and provide guidance on HR of KMW project
• Review overall RSWF HR system, payroll, taxation
• Work with GM on EOBI and staff health insurance
• HR policy, manual and system review and compliance reports.
• Procurement planning and implementation.
• Ensure procurement processes comply with donor and organizational requirements.
• Review high-value procurements and contract management processes.
• Strengthen inventory management systems and controls.
• Monitor stock movement and warehouse performance.
• Ensure accountability for assets and supplies.
• Oversee fleet planning, maintenance, and utilization.
• Ensure compliance with vehicle management policies.
• Monitor transport costs and efficiency.
• Maintain asset registers and conduct periodic verification.
• Support asset disposal processes following organizational procedures.
• Conduct logistics compliance reviews.
• Identify supply chain risks and recommend mitigation measures.
• Ensure donor and organizational logistics standards are followed.
• Train logistics and procurement staff.
• Develop SOPs and logistics management tools.
• Procurement and logistics assessments. Review entire system and prepare report for capacity building, improvement plan for system strengthening.
