Job summary

The World Bank Group in Islamabad invites applications for a Senior Digital Specialist to join the Digital and AI Unit. Based in Islamabad, you will lead policy design, program supervision, and engagement with government and private sector partners to advance Pakistan's digital economy.

You will work with cross-disciplinary teams to shape DPI, AI adoption, data governance, and digital infrastructure, contributing to the @A Billion plan within MENAAP. Fluency in English required.

Qualifications

• Master's degree with minimum 8 years of experience in ICT/Digital Economy policy and regulation, ICT sector, and/or ICT/Digital Economy project design and implementation.
• Excellent written and verbal communication skills in English.
• Strong client engagement skills and ability to work with senior officials and partners.
• Willingness and ability to travel.
• Experience across digital policy, regulation, and ICT infrastructure is a plus.

Responsibilities

• Lead the development, design, preparation and supervision of digital and AI related investment and policy reform programs in Pakistan.
• Advise clients on strategies and institutional frameworks for ICT policy and regulatory reform.
• Lead policy dialogue with senior officials and stakeholders.
• Provide technical expertise on ICT policy issues to promote competition, investment and innovation.
• Oversee economic and financial analysis to inform project designs and funding.
• Represent the unit at digital fora and liaise with external partners.
