About the Job:
The “Sector Specialist Environment” is responsible for regular review district development strategies in light of the feedback of the respective sector and suggested revision and consult in developing action plan. The specialist will be focal person to coordinate with district authorities, DDCs, LSOs, VOs, and CBOs the DDSs still relevant to the community needs. The specialist will provide support to implementing partners to effectively mainstream and monitor cross cutting themes like Gender across the programs.
The Sector Specialist will report to
- For all administrative purposes will report and coordinate with Key 1 Team Leader;
- For all technical purposes will report and coordinate with Key 3 Senior Expert Capacity Building.
Description of Tasks
The Sector Specialist will be expected to:
- Ensure implementation of sectoral activities identified and planned in district development implementation strategies.
- Support in organizing open forum before each call for proposal is issued to enable face-to-face exchange between district authorities and implementing authorities.
- Support in preparation of sector specific sound proposals with budget and milestones aligned with the local development priorities in relevant sector set out in District Development Strategies.
- Support line department to review proposals for technical soundness and send to DDCs with recommendations
- Facilitate training programmes and capacity building activities for district departments, and other stakeholders as required;
- Act as a focal point for the implementation of sector specific activities as per DGCD guidelines;
- Provide sector specific support to the district team in meeting high programmatic standards in terms of design, implementation, monitoring and evaluation through DGCD Project Cycle Management System, Quality Guidelines and Logical Framework;
- Develop appropriate relationships with district line departments, offering support as required without being directive; and being open to two-way learning;
- Network and liaise with other relevant agencies and stakeholders.
- act as a focal point for documentation and communication, success stories, photos and other programme documents;
- Be prepared at short notice to undertake appropriate duties assigned by DGCD management related to programme activities;
Requirements
Qualifications and Skills
- University degree in Agriculture/livestock/Marketing/ Rural Development or other relevant degree;
- Exceptional communication skills – both written and verbal.
- Problem solving and root cause identification skills.
- Good computing skills – Fluency in Word and Excel essential;
- Must be team player and able to work collaboratively with and through others.
- Fluency in English, written and spoken;
- Knowledge of local languages is an asset.
General professional experience
- At least 10+ years of experience in the similar filed;
- Good understanding about community driven sector specific activities
- Good understanding about process of CBOs, VOs and LSOs;
- Experience in working/engaging government agencies in community driven development projects.
- Exceptional communication skills – both written and verbal;
- Excellent active listening skills;
- Ability to establish and maintain strong relationships;
- Problem solving and root cause identification skills;
- Good computing skills – Fluency in Word and Excel essential;
- Must be team player and able to work collaboratively with and through others;
- Fluency in English, written and spoken;
Specific professional experience
- At least 5 years’ experience in community based development projects;
- Good working knowledge and experience of working with communities
- Experience in conducting/organizing community level capacity building activities i.e. trainings, stakeholder mapping & analysis, participatory planning, problem analysis and planning, village/area development planning with local communities etc.
