WFP Pakistan is seeking a Risk Officer to strengthen risk management, assurance, and governance across the Country Office and Provincial Offices. You will maintain the CO Risk Register, track mitigation actions, and support readiness for internal and external audits.

Organizational context: WFP Pakistan is implementing its Country Strategic Plan 2023-2027, focusing on government capacity strengthening and development priorities, alongside a large stunting prevention program. The Country Office aims to transition from emergency response to supporting national development, requiring robust risk management to achieve its strategic objectives and ensure effective program delivery.
Job purpose: The Risk Officer will strengthen WFP Pakistan's risk management, assurance, and governance functions, supporting management in overseeing operational, fiduciary, compliance, and fraud risks. This role is crucial for embedding risk-informed decision-making across the Country and Provincial Offices. The incumbent will maintain the CO Risk Register, track mitigation measures, and support preparedness for internal and external audits. Key responsibilities include contributing to fraud risk management, maintaining governance arrangements, and collaborating with various units to identify and address emerging risks and control weaknesses, ensuring systematic follow-up on recommendations and actions.
Responsibilities: The primary responsibilities involve strengthening risk management, assurance, and governance functions within the Country Office and Provincial Offices. This includes embedding risk management into planning and decision-making processes by regularly reviewing risk indicators, appetite metrics, and emerging risks, while maintaining the Country Office Risk Register and associated mitigation actions. The role supports management and functional units in conducting risk and control assessments, identifying and evaluating risks, assessing internal controls, and developing mitigation measures. It also involves analyzing and consolidating risk, incident, and oversight information to identify trends and elevate issues to management. Key accountabilities include supporting management accountability and assurance processes, preparing reports, and completing assurance exercises. Furthermore, the position is responsible for coordinating preparedness for internal and external audits, managing oversight and action tracking mechanisms, and ensuring recommendations are followed through to closure. It also supports the implementation of the Anti-Fraud and Anti-Corruption framework, develops and delivers training on risk management and assurance, and maintains centralized governance arrangements. The role provides advice to management on risks and control weaknesses, supports Business Continuity Management, and performs other related duties as required.
Education: An advanced university degree in fields such as Business, Finance, Economics, Law, International Development, Risk Management, Audit, or Political/Social Sciences is required. Alternatively, a first university degree combined with two additional years of relevant professional experience and/or training is acceptable.
Work experience: The role requires a minimum of three years of relevant postgraduate professional experience in risk management, internal controls, audit/assurance, compliance, or programme management, preferably within a humanitarian or development context. Experience in supporting organizational risk assessments, internal control reviews, audit processes, and tracking management actions is essential. The ability to analyze information, prepare reports, and manage multiple follow-up processes is also crucial. Familiarity with fraud risk management, governance, or business continuity is advantageous.
