Qualifications

• Bachelor's degree in Engineering, CS, Business Admin or related field.
• 8+ years of project/program management experience in telecom/BSS/CBS or billing transformation.
• 5+ years leading major CBS/BSS migration or upgrade projects.
• PMP certification is required.
• Strong English communication and presentation skills.

Responsibilities

• Lead end-to-end planning, execution and delivery of CBS/BSS migration programs.
• Define roadmap, milestones, governance, resources and delivery plans.
• Manage large-scale migration activities with emphasis on quality, schedule and cost.

Huawei is looking for an experienced Project Director to lead a major Telecom Billing / CBS-BSS Migration Program for a leading operator.

This is a senior leadership role requiring strong experience in large-scale telecom billing systems, CBS/BSS transformation, complex migration programs, and executive stakeholder management.

The successful candidate will take end-to-end ownership of the program, working closely with CEO/CFO/CTO-level stakeholders, telecom operators, internal technical teams, and external vendors to ensure a successful migration with minimal business disruption.

Key Responsibilities

• Lead the end-to-end planning, execution and delivery of major CBS/BSS or billing migration programs.
• Define project roadmap, milestones, governance structure, resources, dependencies and delivery plans.
• Manage large-scale migration activities while ensuring quality, timeline, cost and business continuity.
• Act as the primary project interface with CEO, CTO, CFO and other senior stakeholders.
• Prepare and present executive-level project updates, risks, decisions and business impact.
• Lead cross-functional teams across IT, Operations, Finance, Sales, Technology and Delivery.
• Manage external vendors, system integrators and implementation partners.
• Establish strong project governance, risk management and escalation mechanisms.
• Ensure effective testing, validation, cutover and post-migration stabilization.
• Identify and mitigate technical, operational, financial and business risks.
• Lead change management and stakeholder communication throughout the migration.
• Ensure SLA/KPI achievement and minimize business disruption during migration.
• Drive continuous improvement, automation and best practices across project delivery.

Required Qualifications & Experience

• Bachelor's degree in Engineering, Computer Science, Business Administration or a related field.
• 8+ years of project/program management experience, preferably within telecommunications, BSS, CBS or billing transformation.
• 5+ years of experience leading major CBS/BSS migration, transformation or upgrade projects.
• Strong understanding of Telecom Billing/CBS/BSS architecture and ecosystem.
• Experience working with large-scale operator environments and complex customer-facing projects.
• Proven experience managing large, high-visibility technology transformation programs.
• Strong experience managing internal teams, vendors, partners and multiple stakeholders.
• Demonstrated ability to communicate and present effectively to C-suite/executive stakeholders.
• PMP certification is required.
• Strong English communication and presentation skills.

Preferred

• PgMP or PMI-ACP certification.
• MBA or Master's degree.
• Experience with large-scale or multi-million-subscriber billing migrations.
• Experience with Big Bang or phased migration approaches.
• Experience managing outsourcing/partner delivery teams and SLA negotiations.
• Experience with cross-border or multi-region telecom projects.
• Familiarity with Jira, Confluence, MS Project, Primavera or equivalent tools.
• Understanding of cloud platforms and DevOps/CI/CD environments.
• Experience combining traditional waterfall governance with agile execution.
