Role Overview

Mercy Corps is seeking an experienced Monitoring & Evaluation (M&E) Officer for its operations in Lahore. The position will support program quality, accountability, and evidence‑based decision‑making by ensuring robust monitoring, evaluation, and learning (MEL) systems. The M&E Officer will also serve as the focal person for Community Accountability and Reporting Mechanism (CARM) in the field.

Key Responsibilities

• Assist in preparing MEL plans and log frames, ensuring alignment with Mercy Corps’ standards.
• Support in designing and updating M&E tools, data collection, and analysis.
• Contribute to assessments, baseline/midline/end-line surveys, Rapid Needs Assessments (RNAs), and Post-Distribution Monitoring (PDMs).
• Document lessons learned, case studies, and best practices to strengthen program reporting.
• Lead the implementation of CARM activities in the field and consolidate findings for senior management.
• Conduct Data Quality Assurance (DQA) procedures to maintain data accuracy and integrity.
• Carry out partner visits for data verification and provide technical support to strengthen reporting practices.
• Regularly update project progress in TOLA and ensure alignment with key indicators.
• Prepare monitoring reports, share key findings, and support capacity building of implementing partners.
• Ensure adherence to Mercy Corps’ safeguarding policies, security protocols, and Code of Conduct.

Qualifications & Skills Required

• Master’s degree in Social Sciences or a related discipline.
• 3–5 years of experience in the development/social sector (at least 2 years with an INGO preferred).
• Minimum 2 years of professional experience in M&E, including use of monitoring tools, data collection, analysis, and reporting.
• Strong knowledge of M&E principles and international development standards.
• Experience in Global Funded programs or public health (especially TB programs) is an added advantage.
• Excellent communication skills with proficiency in English and local languages.
• Advanced computer proficiency in MS Word, Excel, PowerPoint, Outlook, and data visualization tools.
