Background

RevenueMobilisation, Investment and Trade (REMIT) is a 7-year UK Foreign, Commonwealth & Development Office (FCDO)’s program implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan— supporting revenue mobilisation, improving the investment climate, facilitating trade, and strengthening macroeconomic policy and management to enable higher, sustained growth and job creation.

REMIT has prioritised the development of comprehensive procedural manuals that can provide clear guidelines for the execution of tax law & procedure. These guidelines cover crucial FBR processes such as processing and issuance of refunds, processing and issuance of exemption certificates, conduct of audit and assessments, calculation and recovery of advance tax, on‑field inspections and record impounding, investigative audits, monitoring of sales at business premises, and arrest and prosecution proceedings.

Given FBR’s increasing focus on digital transformation and e‑governance, certain components of these manuals need to be formatted, digitised, and optimised for web display which can be incorporated into FBR’s website and internal portals/systems of the regulatory body.

Job Summary

The expert for this activity will be responsible for formatting of the complex text for publication and digitising specific sections for web-based use. This includes converting content into website‑friendly formats (HTML‑ready structures), creating digital assets (tables, flows, clickable elements), standardising layouts, and preparing all materials to be uploaded onto FBR’s official website and internal portals/systems. The expert would ensure that the content will be in‑line with the Figma design of FBR website.

Duties & Responsibilities
  1. Manual Formatting (Document Level)
  • Review draft manuals and ensure uniform formatting structure across all manuals.
  • Standardise font, headings, numbering, tables, and annexures.
  • Ensure documents comply with FBR and REMIT branding guidelines.
  • Prepare final manuals in:
    • Editable Word format
    • Print‑ready PDF format
  • Digitisation for Website Publishing
  • Convert selected sections into web‑optimised formats.
  • Break down long narrative content into digitally structured components for UX‑friendly pages.
  • Prepare content in HTML‑ready structure
  • Content Optimisation for Digital Platforms
  • Ensure consistency in tone, formatting, and structure across all digital content.
  • Break large manuals into modules/sections organised for easy navigation.
  • Create hyperlinks, cross‑referencing, and digital navigation paths.
  • Enhance user experience for online users (officers, taxpayers, field formations).
  • Coordination & Quality Assurance
  • Liaise with REMIT and FBR technical teams to confirm content boundaries to be digitised.
  • Ensure error‑free, web‑ready formats.
  • Provide final deliverables that can be uploaded by FBR’s IT/website teams.
Qualifications and Experience

Reporting

The Content Strategist will report to the REMIT RevenueMobilization Lead.
