Job summary

Pakistan Digital Authority (PDA) is seeking a senior leader to drive the strategy, prioritisation and performance of the digital product portfolio. The role focuses on turning policy priorities and citizen needs into secure, accessible services, in collaboration with government service owners and PDA’s design, technology and delivery teams.

The candidate will build and guide a product management capability, lead discovery and roadmaps, and ensure outcomes are measured and delivered at scale

• 15+ years of progressive professional experience in digital product management or closely related product leadership.
• Experience leading and developing product management teams with portfolio responsibility.
• Evidence of managing live products through discovery, launch and sustained improvement.

Job description

Role Purpose
Lead the strategy, prioritisation and performance of the digital product portfolio assigned to PDA. Build a product management capability that converts policy priorities and citizen needs into secure, accessible services, working with responsible government service owners and PDA’s design, technology and delivery functions.

Key responsibilities

• Develop the assigned product portfolio strategy and investment priorities in alignment with the National Digital Masterplan, public value and available delivery capacity.
• Lead product discovery, business cases, roadmaps and lifecycle decisions from initial concept through launch, improvement and retirement, within approved decision rights.
• Establish product outcomes and measures covering adoption, task completion, service quality, accessibility, reliability and cost-effectiveness; use evidence to guide investment.
• Build and lead the product management team, defining decision rights and coaching product leaders in discovery, prioritisation and outcome accountability.
• Partner with the Citizen Experience function to translate journey research and service design standards into product priorities, acceptance criteria and improvements.
• Work with Technology, DPI, Data, AI and Security leaders to address feasibility, interoperability, privacy, resilience and reuse of shared capabilities.
• Coordinate with ministries, service owners and Delivery Excellence on dependencies, operational readiness and benefits realisation; ensure learning continues after launch.

Education

• Bachelor’s degree in Computer Science, Information Technology, Product or Service Design, Engineering, Business Administration or a related discipline. A relevant master’s degree is preferred. Qualifications must meet PDA’s applicable recognition and equivalence requirements.
• At least 15 years of progressively responsible relevant professional experience in digital product management or closely related product leadership, including senior leadership responsibility.
• At least five years leading and developing product management teams, with accountability for a portfolio of complex digital products.
• Evidence of managing live products through discovery, launch and sustained improvement, with measurable adoption, service or business outcomes.
• Experience making portfolio trade-offs and managing product investment, stakeholder priorities and cross-functional delivery.

Desirable experience
Experience in GovTech, public services or complex regulated environments is advantageous. Candidates should demonstrate how they have combined product discipline, user research and delivery constraints to improve live services. Consulting experience is not a preferred criterion for this role.
